Senior National Consultant - Water, Sanitation and Hygiene (Jakarta with frequent travel)

SNV is currently establishing a presence in Indonesia. In order to develop a viable WASH programme in Indonesia, SNV is now seeking a highly qualified consultant to lead the start-up of the WASH programmes including initial scoping, overseeing programme development, providing content leadership to local advisors in partner organisations and lead resource mobilization for new WASH projects. The consultant will work closely with the regional SNV team.

Responsibilities
- Ensure positive and constructive donor and stakeholder relations
- Provide overall technical leadership to develop a viable WASH programme that will have impact; ensure quality of advisory delivery by team and contractors; ensure sound integration of governance and gender in all projects
- Oversee the initial scoping, development and implementation of planned urban sanitation and rural sanitation programmes in Sumatra
- Lead SNV-Indonesia WASH resource development and strategic partnership development activities
- Administering contract requirements and compliance with donor regulations; budget management, and oversight on program finances and reporting; monitor program indicators and evaluate program results
- Provide advisory services to key clients and coaching to team members
Candidate profile
- Master's degree in a field related to water, sanitation and hygiene
- Minimum 7 years of proven track record in WASH, especially sanitation (rural and small towns) and an in-depth understanding of the WASH sector in Indonesia
- Up to date knowledge and experience with community-led approaches to sanitation, and pro-poor sector development in WASH
- Strong knowledge and experience in policy, planning and management issues
- Experience in advisory and capacity development services, including institutional development
- Knowledge and experience with market-based approaches in WASH, and sanitation as a business.
- Track record in partnership building and resource mobilization
- Excellent leadership and people management skills
- Entrepreneurial skills and attitude, as well as commitment to work for clients and in remote areas.
- Excellent written and spoken communication skills in both Bahasa Indonesia and English
Contract duration: 1 year consultancy contract though SNV's Hanoi Office with the possibility of extension.
