Chief of Party for Indonesia
Effective with the release of this position announcement, Winrock International will be recruiting applicants for the position of Chief of Party with the Clean Energy Group (CEG). The responsibilities, duties, and qualifications are described in the attached position description. Position is contingent upon receipt of donor funding.

POSITION TITLE: Chief of Party, Powering Agriculture
LOCATION: Jakarta, Indonesia
UNIT: Clean Energy Group
REPORTS TO: Program Officer
PROGRAM SUMMARY:
Winrock is seeking Chief of Party candidates for a renewable energy and agriculture development program. The program consists of cross-cutting activities linking renewable energy technology with agricultural production needs to achieve socio-economic goals principally in rural areas. Citizens of Indonesia residing in Indonesia are encouraged to apply.
Position is contingent upon receipt of donor funding.
ESSENTIAL RESPONSIBILITIES:
Education: A university degree (preferably post-graduate) related to agriculture, horticulture, agricultural engineering, environment, law or public policy, business administration, economics or comparable fields of study.

POSITION DESCRIPTION

PROGRAM SUMMARY:
Winrock is seeking Chief of Party candidates for a renewable energy and agriculture development program. ESSENTIAL RESPONSIBILITIES:
- Provide overall technical leadership and administrative oversight in order to achieve the results of the project.
- Increase the link between renewable energy inputs and food production in ways that offer attractive cost to benefit ratios
- Oversee and be responsible for financial and administrative aspects of the project including managing the budget.
- Provide supervision, support, and direction to long- and short-term staff.
- Administer the project's financial oversight and procedures, ensuring compliance with established Winrock accounting principles and USAID regulations.
- Monitor program indicators, evaluate program results and make recommendations for improvement in program implementation.
- Analyze project impact and challenges to adaptively manage the project to meet or exceed results.
- Ensure women and marginalized groups are beneficiaries of the project.
- Prepare annual work plans and progress reports, and monitor the implementation of these plans. Prepare and submit quarterly reports on progress of activities and achievement of program results to USAID.
- Interact directly and on a regular basis with USAID and other stakeholders.
- Participate in regular field visits to the project areas to assure project progress towards activity objectives and goals.
- Coordinate and communicate on a regular basis with Winrock's Home Office.
- Manage relationships with complementary USAID and donor projects.
- Represent Winrock at meetings and events as required and keep HQ informed regarding new opportunities in the country and region.
Education: A university degree (preferably post-graduate) related to agriculture, horticulture, agricultural engineering, environment, law or public policy, business administration, economics or comparable fields of study.
Work Experience:
- 7-10 years of professional experience with international development organizations of progressively responsible experience in one or more of the areas of agriculture/horticulture and financing projects in these sectors, clean energy, sustainability, and PPPs.
- Proven ability to work across disciplines related to application of clean energy to agriculture aimed at increasing production and yields
- Working with smallholders and farming cooperatives
- Working with national and regional government departments on agricultural projects with private sector participation.
- Technical and managerial experience in Indonesia required.
- Proven excellent communication skills written and oral in English and Bahasa, i.e. examples of reports written, lectures/seminars given.
- Ability to diplomatically supervise staff and coordinate programs with partners from a broad range of backgrounds and experiences.
- Must be comfortable in high-level representational role as well as interacting with beneficiaries.
