Currently FAO Indonesia based in Jakarta is looking for Indonesian National who will be assigned as National Consultant on Ex-Post Assessment of the Project on "Strengthening Quarantine Control Systems for Invasive Alien Species (IAS)"

Detail information on the post is as follow :

A. General description of task)s) and objectives to be achieved

Under the overall supervision of the Food and Agriculture Organization of the United Nations (FAO) Representative in Indonesia and the technical guidance ofA-FAOR (Programme) and in close cooperation with relevant officers of the Directorate of Plant Quarantine and Bio Safety – Indonesian Agricultural Quarantine Agency (MoA), the EPA consultant is fully responsible for conducting the assessment exercise independently and perform the following tasks:

Following the “Guidelines for the TCP Projects’ Ex-Post Assessment”
  • Conduct the EPA for the Project TCP/INS/3203 “Strengthening Quarantine Control Systems for Invasive Alien Species“ to provide an independent and comprehensive analysis of this TCP project in accordance with the guidelines to fully capture and reflects the achievement (or non-achievement) of the outcome of the projects and its sustainability into the standard EPA report. 
  • The EPA will be implemented by using a consultative and transparent approach and conducting review of available project and its related documentation, face-to-face consultations/interview with budget holders, email/phone consultation with technical officers, previous international and national consultants and with government focal points.
  • The EPA report has to facilitate corporate consolidation of key findings on the following dimensions: (1) achievement of results; (2) fulfillment with TCP Criteria; (3) project sustainability and catalytic effects; (4) implementation of follow-up actions; (5) alignment with the National Medium-Term Priority Framework; (6) Mainstreaming of FAO Gender and capacity building objectives; and (7) lessons learned.
  • In reviewing the project performance, the Scorecard Approach should be used by assigning a score on a scale from 1 for extremely high performance to 4 for extremely low performance.
  • Triangulation of information gathered is encouraged to support the analysis, and, in particular, the identification of conclusions and the key lesson learned.     
  • Submit a final report in electronic format for review at the latest by 1 April 2013.
  • Written records of meetings and/or interviews with internal and external project stakeholders have to be kept for future references. 
B. Required Competency

Minimum a Master Degree in Agricultural or Biology majoring in plant protection or plant/animal or bio-security. Professional experience in (leading) capacity development projects in quarantine or biosecurity will be valuable. Working experience in the Project Monitoring and Evaluation; and knowledge and experience of FAO’s field program/projects will be an advantage.

C. Technical Competencies and experience requirements

Excellent communication skills both in Bahasa Indonesia and English. Very Good ability and skills in computer and to prepare the report independently is must.

D. Working period and duration
15 days on when actually employed basis during the period 18 Feb - 29 March 2013

E. Duty Station : Jakarta
