ECONOMIC GROWTH SUPPORT ACTIVITY (EGSA) PROJECT

PURPOSE
The Strategic Communication Consultant, under the leadership of the Chief of Party (COP) and while working closely with the Finance and Administration Director (FAD), will develop and implement behavior communication interventions to increase the impact of EGSA’s technical interventions and capacity building efforts in Indonesia. In addition, the consultant will also develop communication materials in support to effectively publicize the Activity and will aim to achieve a high level of public visibility through an array of additional communication activities. The consultant will also design brochures, support workshops, and training write success stories, as well as coordinate with partners to effectively communicate program achievements.

BACKGROUND
USAID/Indonesia believes that broad-based economic growth across all sectors is essential to sustainable and inclusive long-term development. It creates opportunities to reduce poverty, expand access to basic services, and enables countries to chart their own prosperous futures. Economic Growth programming is central to USAID’s Private Sector Engagement (PSE) strategic the approach that consults, strategizes, aligns, collaborates, and implements with the private sector for greater scale, sustainability, and effectiveness of development or humanitarian outcomes.

Devtech Systems Inc. is implementing USAID funded Economic Growth Support Activity (EGSA) in Indonesia. EGSA enables evidence-based decision making through ongoing analysis linking the Indo-Pacific Strategy (IPS), Journey to Self-Reliance (J2SR), and Government of Indonesia (GOI) priorities and potential USAID/Indonesia assistance under USAID/Indonesia’s next Country Development Cooperation Strategy (CDCS); (ii)increases and improves GOI technical capacity in tax collection, public expenditure, and financial accountability; and (iii)Improves business enabling environment for foreign and domestic business entities.

REQUIREMENTS
  • Experience and expertise in visual communications design with a proven track record in producing various communication strategies, products, and tools
  • Media experience demonstrated by the execution of media strategies that resulted in positive media coverage
  • Experience with using graphic design software (i.e. Photoshop etc.) and producing short videos (with limited yet meaningful footages and photos).
  • Working knowledge of USAID branding and Marking requirements
  • Understanding of social media trends and effective visual products for digital engagement.
SERVICES PROVIDED:
  • The Consultant will assist the COP and FAD to implement EGSA Strategic Communications Plan (SCP)
  • In line with USAID branding and marking guidelines, develop and produce various communications products, including but not limited to:
    • Editorial Design: Reports, Fact sheets, Project booklet, Assessments, Newsletters, etc.
    • Visual communication contents for Instagram, Facebook fan page, and website
    • Short videos (with simple video editing tools)
  • Ensure high-quality products including images, and photos.
  • Develop Activity’s images and video library and work closely with other team members to ensure project documentation
  • Liaison with vendors in producing communication materials
  • Tell the story of EGSA’s marketing and strategies, activities, interventions, successes, and opportunities to media across the country and around the globe.
  • Ensure awareness, understanding, and support of EGSA’s work to assist GOI in its journey to self-reliance
  • Build engagement, trust, and advocacy through strategic communications
  • Identify industry trends to help shape our messaging
  • Establish working relationships with influential global media
DELIVERABLES
  • Develop, update, and deliver EGSA’s SCP Implementation Report
  • Draft quarterly and annual SCP progress reports for EGSA which will be included in the Activity’s quarterly and annual reports
QUALIFICATIONS
  • University degree (Masters or equivalent is preferred) in economics, development studies, or related discipline.
  • At least 7 years of relevant professional experience in strategic communication.
  • Working knowledge of the USAID branding and marketing principles.
  • Experience in other USAID funded projects in Indonesia preferred.
LEVEL OF EFFORT:
  • The estimated duration of this activity for the consultant is up to 70 days between June – December 2020.
REPORTING
  • The Consultant will report to the Chief of Party, and collaborate with EG, PFM, and BEE experts. The Chief of Party has the authority to accept or reject any reports or related materials deemed to comply (or not comply) with the requirements of the EGSA.
  • Under certain circumstances, the Consultant can work from home and must manage high-quality products as required by EGSA.
