Project Summary:
CEGAH is a 5-year USAID-funded accountability and integrity program that works with a wide range of Indonesian governmental and non-governmental agencies. The program runs between 2016 and 2021. The project is implemented by Management Systems International (MSI).

Background:
Jaga is an application developed by KPK to prevent corruption by encouraging transparency in public services and government asset management. It seeks to involve the community to monitor, propose improvements and report irregularities. Jaga also aims to encourage and engage various government agencies to respond to feedback from citizens particular those from vulnerable sectors of the community.

Jaga Bansos is a new feature of Jaga designed to respond to the present Coronavirus pandemic. It is a corruption prevention platform which seeks to provide a channel to report and register complaints regarding the distribution of Bansos, a cash transfer program designed to support poorer and vulnerable sectors of Indonesian society and mitigate financial dislocation. It also seeks to achieve a balanced and effective distribution of Bansos and prevent fraud, corruption and misappropriation in the distribution process. Overall, Jaga Bansos aims to encourage the public to provide feedback, improve data quality and engage the community in a discussion on relevant issues and concerns regarding the implementation of the government’s cash transfer program.

Jaga Bansos is a web-based and mobile-based application available for free download from the App Store and Google Play. It is available on a 24-hour basis on the Jaga website and on the mobile application. The public can file their complaints through the discussion feature with an additional wizarding feature that is ideal for clustering. Guidance on the manner of filing complaints are posted as FAQ’s on the Jaga website and on the mobile application. The Jaga reporting platform is maintained by a Jaga technical team under KPK supervision.

Due to the stature and credibility of KPK as the country’s premier accountability and anti-corruption institution, the probability of action of referrals made by government on the complaints coursed through Jaga Bansos is high. However, there is a need to further engage the public, promote the platform and enhance its visibility across the various sectors of Indonesian society. In this regard, a communications strategy and a communications action plan need to be developed to ensure greater transparency and accountability in the distribution of Bansos and prevent further financial dislocation of vulnerable sectors of the community. In this regard, KPK seeks to partner with USAID CEGAH for the development and implementation of such strategy and action plan.

In a nutshell, KPK envisions the development of a communications strategy which will outline the various steps to promote Jaga Bansos to all sectors of Indonesian society. The communications action plan, on the other hand, will seek to implement the strategy and require the placement of promotional infographics, electronic posters, videos and other promotional or educational content on television, radio, print and social media. The overarching placement strategy will involve both online and offline approaches.

Position Summary:
The proposed position is expected to be held by a senior-level communications expert with substantial experience in designing communications strategies and its implementation. The adviser will work with a dedicated team from KPK to prepare the various components of the communications strategy including an action plan, timeline and a budget. The work requires extensive coordination with various units of KPK, various stakeholders in and out of government, media organizations, and with USAID CEGAH and the development community.

Objective:
Under the supervision of KPK, the Senior Communications Strategy Adviser will develop a communications strategy and a communications action plan, and support the KPK and the Jaga Bansos Technical Team in the implementation of said strategy and action plan.

Scope of Work:
The proposed Senior Communications Strategy Advisor will perform the following tasks:
  • Prepare a workplan
  • Conduct meetings with the Jaga Bansos Technical Team and other stakeholders
  • Conduct a survey/research to identify and stratify the target audience, i.e. youth, professionals, business, etc.
  • Define objectives and approaches for various categories of the target audience
  • Design media placement strategies for television, social media, radio and print.
  • Prepare the Jaga Bansos Communications Strategy Document
  • Prepare the Jaga Bansos Communications Action Plan with a proposed budget
  • Develop communications and public education content, whenever feasible and appropriate
  • Provide technical advice to KPK and the Jaga Bansos Technical Team
  • Prepare a guidance to respond to issues faced by JAGA 10. Perform such other functions as may be necessary to implement this scope of work
Deliverables:
The proposed Senior Communications Strategy Advisor will produce the following:
  • Workplan;
  • KPK JAGA Bansos Communications Strategy;
  • Communications Strategy Action Plan;
  • Placement strategies;
  • Approved promotional content;
  • Consultant’s report to be submitted in English and Indonesian.
All deliverables must be approved by KPK and USAID CEGAH.

General Provisions and Limitations:
  • It is strongly required that the consultant give regular updates to KPK and USAID CEGAH during the period of the engagement.
  • All deliverables must be received and/or by KPK.
  • All final decisions related to this project will be made by USAID CEGAH.
  • Any communication with USAID is the authority of the Chief of Party (COP) and MSI/HQ responsible and authorized personnel.
Qualifications:

The ideal candidate must have the following qualifications:
  • A practicing communications specialist with at least five (5) years of experience in strategic communications and in developing and implementing public communications strategies;
  • Demonstrated experience in the design public communications strategies, including content development and public sector experience;
  • Practical background in social media communications, with preference for those with experience as an influencer or have dealt with influencers or key opinion leaders;
  • Familiarity with government service and e-government principles and practices;
  • With a wide network in the multi-media industry, particularly in broadcast and print
  • Prior experience working with government clients is preferred;
  • Strong management skills, and an ability to work with a team and/or independently with minimum supervision.
  • Strong analytical and communication skills, particularly in technical report writing.
