Data Management Associate - KIAT Guru


BACKGROUND
The Ministry of Education and Culture (MoEC), under the Directorate General for Teachers and Education Personnel has continuously attempted to reform teacher management. This includes improving teacher intake quality, tracking and increasing teacher competence, matching teacher competence with placement, improving teachers’ distribution, developing pre-service and on-the-job trainings and continuous professional development, diversifying teacher accountability measures, and teacher performance evaluation methods, and making teacher allowances performance-based.

The World Bank is currently providing MoEC with Technical Assistance (TA) through the “KIAT Guru: Improving Teacher Performance and Accountability” project (P167281), hereafter referred to as KIAT Guru Phase 2 (KGP2). KGP2 covers 410 primary schools in five disadvantaged districts. Yayasan BaKTI, a national Non-Government Organization (NGO) implements the Recipient Executed Trust Fund (RETF), with directions from the Steering Committee chaired by MoEC and the National Team for Acceleration of Poverty Reduction, under the Secretariat Vice President Office (TNP2K). In addition, the KIAT Guru Phase 2 (KGP2) will test the mechanisms for implementation in secondary schools, in more urban areas, and using different types of teacher allowances.

The World Bank provides technical assistance to MoEC and TNP2K to develop and analyze the intervention and evaluation designs. To ensure well-monitored program implementation, the World Bank seeks a Data Management Associate to manage the processes related to program implementation progress and research data collection, to maintain quantitative and qualitative data management systems, and to contribute to the analysis of quantitative and qualitative data.

SCOPE OF WORK
  • Collect and record process monitoring data, spot check monitoring data, and secondary data for project monitoring and research.
  • Elaborate and revise process monitoring and spot check monitoring instruments and manuals to measure KIAT Guru performance against its targeted results, outputs, and outcomes and to draw learning points of all aspects of KGP2 processes.
  • Document and present analysis on process monitoring, spot check monitoring, and secondary data for various purposes including for KIAT Guru implementation improvement, for research data collection, for policy recommendation, and for identification of future target schools.
  • Monitor the quality and completeness of monitoring and research data from KIAT Guru field offices.
  • Provide on-going support, and as-needed mentoring and training to KIAT Guru field staff to be able to collect data accurately and in a timely manner.
  • Identify challenges and propose solutions to data collection problems when they arise.
  • Work closely with the Data Monitoring Analyst, to provide input for e-KIAT Guru development.
  • Provide accurate data inputs to the project’s reports.
  • Work closely with the Data Management Assistant to ensure effective project data management.
  • Other tasks as assigned by TTL and appropriate for the skillsets.
OUTPUTS
  • Process monitoring data that records and track monthly updates, in an accurate, detailed, and rigorous manner.
  • Spot check monitoring data (cleaned and analyzed) to enrich the process monitoring.
  • Secondary data (cleaned, standardized, normalized, enriched) collected for research purposes.
  • Data inputs on reports and presentations for various purposes and audiences.
  • Support the resolution of data collection problems and ongoing monitoring, mentoring, and training to KIAT Guru field staff.
PERIOD OF ASSIGNMENT
To carry out the scope of work, it is expected that the consultant will be contracted for 60 days in the period of July until December 2020. The contract may be extended based on needs and the consultant’s performance.

MANAGEMENT
KIAT Guru Task Team Leader will be the overall supervisor for the assignment, and day to day supervision by Capacity Development and Policy Specialist. The Consultant will also work closely with the KIAT Guru Task Team in the World Bank.

QUALIFICATIONS
  • A bachelor’s degree in social sciences disciplines (economy, psychology, development policy, etc.)
  • At least 2 years of relevant experience in quantitative data analysis. Proven technical skills in statistical and econometric research with a high level of proficiency in statistical software.
  • Strong analytical, planning, monitoring, and troubleshooting skills, and capacity to put concepts into workable actions and/or activities; ability to perform process monitoring and identify issues and risks.
  • Strong synthesizing skills, with attention to detail, and a high level of thoroughness.
  • Fluency in written and oral Bahasa Indonesia and proficiency in English.
  • Demonstrate ability to determine priorities and manage multiple tasks efficiently and effectively, able to cope with changing priorities and work program, and able to manage multiple tasks under pressure.
  • Demonstrate the ability to work independently with minimum supervision, while consultative with others.
  • Demonstrate a strong willingness to nurture and maintain positive working relationships with others, both externally and internally, to achieve common goals of the organization and relevant stakeholders.
  • Demonstrate strong interpersonal skills and potentials as a strong team player, able to communicate effectively, and able to work in a team-oriented approach in a diverse group of people.
