Save the Children in Indonesia is changing for the better. We've begun to build a national organization that aims to be a strong, local, and self-sustaining voice for children in Indonesia. To this end, SC Indonesia has been designated as a “Member”. As ‘Member’ Indonesia has been identified as part of the next way of new member development, which focuses on strengthening and localizing our voice for children in strategic middle-income countries. Indonesia has been authorized by member ballot to start fundraising locally as a first step towards building a financially sustainable local organization. Future work will also involve developing a strong local governance structure and building key partnerships with local government, the private sector, local civil society among others. The success of the pilot phase will set Indonesia on a pathway to full membership. We are currently seeking to fill the following position:
BISA WASH (Water, Sanitation and Hygiene) Officer

Save the Children, in partnership with Nutrition International, have developed a program of high-impact interventions called Better Integration for Stunting (BISA) which aim to improve the nutritional status of women and children in two provinces with high stunting burdens: East Nusa Tenggara and West Java, over a five-year period from 2019 through 2024. We will focus on mobilizing behavior change at household, community, service and policy level in an effort to sustainability reduce stunting rates in Indonesia, combining Nutrition International’s in-depth nutrition expertise alongside Save the Children’s extensive networks and reach, as an implementer of health and nutrition programs and as a leading NGO voice at national advocacy level, to drive the replication and policy change needed to deliver impact at scale. Our ambition is to transitions the program’s interventions to government leadership and delivery by the fourth year of implementation.
Project Officer (Water, Sanitation, and Hygiene or WASH) will provide support and assistance as well as give the capacity building to beneficiaries and stakeholders in the improvement of the nutritional status of children through the behavior change approach. He or she will responsible for coordination with relevant key stakeholders at the district level and district-based POKJA AMPL in ensuring the WASH component are available to support BISA. He or she will ensure that PHBS (clean and healthy lifestyle) and WASH improvement as important parts to prevent stunting and it can be well implemented by households, schools, and communities.
Working together with the PDQ team, he or she will ensure quality and timely implementation of project activities through Quality Benchmark application, regular monitoring, evaluation, accountability mechanism reporting, learning generation, and project documentation. The post holder will contribute to the achievement of the global Key Performance Indicators (KPIs) as follows:

Role dimensions: Supporting project planning development; Person in charge for project activity; Supporting Monitoring, Evaluation, Accountability and Learning (MEAL); Supporting project advocacy at district and village level; Supporting communication work; Responsible for documentation of all project documents.
KEY AREAS OF ACCOUNTABILITY:
Project Planning
- Participate in the development of project planning, e.g. Detail Implementation Plan (DIP);
- Develop a regular work plan of project implementation and Terms of Reference (ToR) for activities based on agreed DIP.
- Coordinate project implementation with Health Advisor and PDQ team.
- Ensure the WASH-related project activities are implemented according to the DIP;
- Coordinate with district-based POKJA AMPL in ensuring the WASH component are available to support BISA.
- Work closely with district governmental stakeholders (including BAPPEDA, DHO, DEO), Puskesmas, village authorities, schools and other relevant stakeholders in the district and village levels to ensure high-quality technical implementation of all project interventions according to global best practices, and lessons-learned from Save the Children program;
- Support partners, including implementing partners (if any), local government, or other strategic partners to implement quality programming or follow-up action plan in the field.
- Contribute to systematically building local government capacity and co-implementation of the project including coordinating community selection, community mobilization, training, mentoring, monitoring, and project public events such as results dissemination;
- Ensure quality of project implementation by integrating cross-cutting issues, such as gender equality, inclusive, child participation and sustainability, in all project activities
- Apply Quality Benchmark in all project activities to ensure the quality of project implementation;
- Involve in advocacy activities at national, district, and village levels to ensure the sustainability of the program.
- Timely request of goods and services procurement for project delivery.
- Conduct regular monitoring of project activities, outputs, and outcomes in the field using approved-tools by MEAL team;
- Support joint-monitoring of project implementation in the field;
- Participate in project evaluation including rapid assessment, baseline studies, project reviews, and project evaluations.
- Work closely with the MEAL team to ensure accountability mechanisms are in place, e.g. providing Activity Information Display, participant feedback, and/or a suggestion box in every project activity.
- Compile feedback from beneficiaries and stakeholders and channel them onto the assigned Accountability Focal Point in the field office.
- Work closely with MEAL team in generating best practices and lessons learned from the project implementation.
- Provide timely activity report that is conducted with supporting documents, e.g. attendance list, group discussion or workshop results, photos;
- Submit regular report, e.g. monthly report, to District Coordinator to report project progress, problems and action plan;
- Support Communication team in providing project information and results, e.g. story from the field, success story, or case study.
- Compile all project-related activity documents, including activity reports, monitoring reports, photos, videos, and other supporting documents, in the project document folder system;
- Ensure partners or anyone who works with Save the Children in full compliance of CSP at project level;
- Understand and comply with CSP and work in coordination with other colleagues and partners to comply with CSP;
- Respond to all CSP concerns expressed or discovered appropriately and effectively in consultation with CSP focal point assigned by Save the Children for West Java and East Nusa Tenggara.

Essential
- Minimum Bachelor Degree (S1) in public health, community development, social, or equivalent in relevant fields;
- Minimum 2 (two) years of working experience in the area of WASH and hygiene promotion;
- Minimum 2 (two) years of working experience with Government and Non-Government Organizations (NGO);
- Experiences in working closely with key stakeholders, including schools, Posyandu, and Puskesmas, especially local government;
- Experiences in providing supervision, mentoring or coaching to community and local government;
- Experiences in community development, mobilization and empowerment;
- Proven skills to write high-quality reports in Bahasa Indonesia;
- Basic computer skills in Microsoft Word, Excel and PowerPoint;
- Ability in problem-solving, show initiative/being pro-active, passions to project, and work independently;
- Commitment to and understanding of Save the Children’s aims, values, and principles including rights-based approaches.
- Willingness to work in rural and remote areas;
- Ability to ride a motorcycle and with the appropriate license.
- Have experiences working in NTT province,
- Good in oral and written communication in English;
- Home-based at NTT province;
