An effective and efficient communications strategy is a must for Plan Indonesia to share the outcomes of these projects to influence different actors, especially state authorities, and to position Plan’s profile within and outside at different levels – starting from community, sub-district, district to national, regional and international levels. Project Officer - Semarang Based

BACKGROUND
The Indonesia Mitra Kunci Initiative is a five-year, $15 million, USAID-funded project that promotes more inclusive economic growth by improving access to workforce and entrepreneurial skills for poor and vulnerable youth. The Mitra Kunci team provides USAID/Indonesia project implementers (PIs) and workforce stakeholders with technical support, connections, and platforms to help build a more robust and responsive workforce development ecosystem. In addition to management support, capacity building, and coordination, Mitra Kunci’s technical assistance includes identifying, piloting and scaling new workforce development approaches and innovations such as:
  • Equipping University Students with Entrepreneurship Skills. Mitra Kunci developed a module for a thematic student service program on entrepreneurship (KKN-TKWU) that was approved by MOEC and was piloted with over 12,000 students from 10 universities. In the next year, Mitra Kunci will work with the 10 universities to continue to implement the KKN-TKWU with its students who are expected to graduate and seek employment.
  • Engaging the private sector to improve GESI and inclusive employment. Mitra Kunci is working with the Indonesia Employers Association (APINDO) and 20-30 of their member companies who are committed to developing and implementing GESI policies, guidelines, and tools including how to comply with Law 8/2016 on hiring people with disabilities. Mitra Kunci is also developing partnerships with United Tractors, H&M, and the Accor Hotel Group.
  • The SINERGI 2.0. The Rajawali Foundation, in partnership with Transformasi, is implementing The SINERGI 2.0 project to address a key constraint to improving the workforce system in Indonesia, which is the coordination among multiple government agencies, workforce training institutions, private companies, and youth through a re-designed action forum called POKSI. The POKSI will be demand-driven and include a smaller number of key decision-makers who will be able to partner with other POKSI members to design solutions to address the four key workforce processes: recruitment, assessment, work preparedness, and job placement. Private companies have identified that young people are often not prepared to work effectively in their company, so SINERGI 2.0 will help government training centers and private companies improve soft-skills training programs to ensure that youth are ready to work and are linked up to available jobs in participating companies.
  • Progresif. Saujana is implementing the project titled, Progresif which will provide technical assistance and capacity building to government workforce training centers and private companies and enable new or better-paid employment for youth with disabilities in East Java.
OBJECTIVES AND DUTIES
The Project Officer will be based in Semarang, Central Java with frequent travel for coordination with the national project office in Jakarta and as needed to partner project locations in other working areas which included but not limited to West and East Java.

The project officer will assist and provide technical support Program Implementer/grantee (PIs) partners for advocacy, develop networking with strategical stakeholders to ensure the program implemented properly by PIs. This person also will support other MK strategic partners such as the private sector, Higher Education Institutions (HEIs), and other relevant partners in the national and sub-national levels.

SPECIFIC TASKS

Program Implementer (PI) and Local Government (provincial and district level):

To assist, support, and supervise program implementer:
  • Providing technical support to PI on the implementation of the project in the targeted areas.
  • Supervise PI to ensure the project, strategy and activities are executed properly and according to the schedule proposed in the work plan.
  • Monitor and evaluate the PI target achievement periodically for qualitative and quantitative aspects.
  • Assist PI in outreach, media campaign, develop networking, and advocacy with local government.
  • To develop and maintain networking with local government bodies such as Bappeda, Dinas Tenaga Kerja, Dinas Sosial and other related government body to support and sustain the achievement and sustainability of the program and the journey to self-reliance (J2SR)
Private Sector Engagement Program
To assist and support Gender Equality and Social Inclusion (GESI) and Private Sector Engagement Specialist to:
  • Support activities to promote more inclusive policies and practices at training institutions and private sector employers.
  • Develop and disseminate tool/s to assist training institutions and private sector employers improve and/or revise approaches and practices to be more inclusive of poor and vulnerable youth.
  • Provide continuous learning of technical staff through workshops, seminars, conferences, one-on-one coaching, and any other methods as needed.
  • Leverage partnerships between business associations, private sector, universities, government entities and other stakeholders to advise on how to remove barriers and create environments that are more inclusive and supportive of poor and vulnerable youth.
Higher Education Institutions (HEIs) Program

To assist and support Youth Engagement and Higher Education Specialist to:
  • To support the dissemination of evaluation results and create peer-to-peer learning opportunities between HEIs who implement and others who are interested in scaling up the program.
  • To assist the coordination in integrating activities between universities, polytechnics, with BLK under MoM, and the Community BLK in West Java, Central Java, and East Java.
Additional Responsibilities Included:
  • Ensure timely submission of financial reporting on a monthly basis from the implementing NGOs.
  • Participate in provincial Kunci Coordination meetings.
  • Contribute to the Mitra Kunci digital platforms
  • Contribute to the development of all project reports/deliverables.
  • Ensure effective relationships with pertinent project partners.
  • Develop networking with journalists, and strategic stakeholders in the district/s, provincial and national levels to ensure the J2SR.
PROFESSIONAL QUALIFICATIONS AND EXPERIENCE
  • Bachelor’s degree in education, economics, management, social development, social politics, law, psychology, or related fields;
  • At least 5 years of experience in a technical management role on a donor-funded project. Experience with USAID preferred;
  • Technical experience and knowledge of education or higher education in Indonesia. Training experience and skills preferred;
  • Experience monitoring and evaluating donor-funded international development projects is strongly preferred;
  • Demonstrates understanding of Gender and Social Inclusion.
  • Demonstrates understanding of workforce development issues.
  • Has proven experiences in working with government at national and sub-national levels. Has proven experiences and strong relationship with Central Java Government preferred;
  • Has proven experiences and good networking with mass media/journalist and NGOs; experiences in handling mass media for publicity and advocacy preferred
  • Experiences in Private Sector Engagement will be an advantage;
  • Strong oral and written communication skills; good computer skills;
  • Good team player;
TRAVEL
The position is based at Semarang, Central Java with travel to project areas in Java, government offices, network partners, forums, development partners and donor agencies.
