Individual Consultant for Maternal Newborn Child Health and Nutrition
3 (Three Positions) position based in Sumba Barat
Background:
Save the Children implemented a long-term Sponsorship Program in Sumba with 5 core programs: Early Childhood Care and Development (ECCD), Basic Education (BE), School Health & Nutrition (SHN) and Adolescent Development (AD) and Maternal Newborn Child Health and Nutrition (MNCHN).
MNCHN programming refers to the constellation of services and practices that are delivered and used to protect and promote healthy pregnancies, childbirth, and the care, growth and development of newborns, infants and children. Many of the services and practices directly benefit mothers as well as their children. The healthy behaviors or practices that protect child health and nutrition are often established within the household and can be supported by local community awareness campaigns. It is a combination of the availability and supply of high-quality services, and the interest and demand from the community to use these services and to adopt healthy practices, which improves the survival of mothers and children and helps children to reach their full growth potential.
MNCHN is a new core program that implemented in the mid of 2018. In 2018 to 2019, MNCHN activities is implemented directly by save the children and due to a progressively shifting towards a development approach, Save The Children is currently working in 2 Districts in Sumba, West Sumba and Central Sumba, and now gradually transition to local partners in both Districts.
Working with partners is one of the key strategies to ensure Save The Children’ sustainability. In doing so, SC is looking for consultant to ensure the achievement of MNCHN’s goal.
The objective of consultancy
- To ensure smooth facilitation for consultation process with partners in both districts (West Sumba and Central Sumba and project design with partners;
- To produce e the complete TOR activity according to the MNCHN activity form;
- Work with Puskesmas and Community particularly Posyandu to ensure support provided on health services and activities that is implemented is accordance with the standard;
- To ensure full participation in sponsorship activities;
- To provide monthly report and monitoring analysis report in timely manner

- Annual monitoring and evaluation report
- Support the implementation of MNCHN project activities in Sumba impact area
- Working with Posyandu cadres, BKB cadres, Puskesmas staff to deliver MNCHN program in targeted villages,
- With support from MNCHN Program Coordinator and Project officer, Post holder will responsible for overall MNCHN activities including in respective targeted villages.
- Conduct regular monitoring, mentoring and coaching for Posyandu, BKB cadres and KPA.
- Ensure close collaboration with community-level local stakeholders including establishing and developing strong and effective relationships with children, communities, and schools.
- Close coordination and bi-monthly meeting with Partners CM team to ensure MNCHN program activities align with CM strategy and provide necessary information as needed.
- Close coordination with HI-ECCD team to provide integrated high-quality program services for targeted HI-ECCD centers.
- Working with Gates-project team for conduct village community health related campaign.
- Support health volunteers (BKB cadres, Posyandu cadres and KPA members) to conduct home visit.
- Ensure the Quality Benchmark (QB) applied in all capacity development activities.
- Participate in program evaluation including baseline studies and annual program evaluations.
- Support sponsorship communication including regular contact with sponsored children.
- Support the Project Officers to ensure timely procurement of goods and services for project delivery
- Provide timely reports on activities
- Participate in team meetings
- Support any other activities deemed necessary
- The job duties and responsibilities as set out above are not exhaustive and the post holder may be required to carry out additional duties within reasonableness of their level of skills and experience.
Total length of contract will be 10 months (Mid January – Mid November 2019)
Expected consultant:
- Bachelors University Degree on Health or equivalent in a relevant field
- At least 2 years work experience with non-government organizations in Eastern Indonesia
- Preferable, knowledge about community development, posyandu and primary health care in Eastern Indonesia
- At least some experience in health programs, preferably with and international NGO
- Strong oral and written communication skills
- Preferable English language proficiency
- Willingness to work in rural and remote areas
- Basic computer skills
- Ability to ride motorcycle and with appropriate license
- Proven ability to implement activities included in a work plan
- Demonstrated communication skills
- Proven ability to work in a multi-cultural team
