Grants & Contract Officer

Scope of Work
Perludem (Perkumpulan untuk Pemilu dan Demokrasi/The Association for Elections and Democracy) is an independent nonprofit organization that conducts research, advocacy, monitoring, education, and training in the areas of electoral and democratic for policy makers, organizers, participants, and voters.

Since 2018, Perludem has been managing The Asia-Pacific Regional Support for Elections and Political Transitions (RESPECT) Program, a USAID-funded five-year program, with purpose to support improved election integrity and electoral justice in the Asia-Pacific region. Perludem as the recipient of this Leader with Associate Awards Cooperative Agreement is responsible for the overall management of the award and for ensuring achievement of the program objectives.

Perludem is collaborating with the Indonesian Association for Media Development (PPMN), in implementing this program. Perludem will also partner with key national and regional organizations across Asia and the Pacific to achieve program results on the following objectives:
  • Improved enabling environment for electoral governance and political processes
  • Increased citizen participation in elections and political processes, including political transitions
  • Effective election observation and oversight of electoral processes
In addition, this program also supports a fourth objective—enhanced participation, leadership, and political empowerment of women, youth, and other marginalized groups—but through a cross-cutting approach across all objectives.

PERLUDEM invites qualified and highly motivated Indonesian candidates to fill the position of Grants and Contract Officer for RESPECT program with following objectives and qualifications:

OBJECTIVE AND DUTIES:
The Grants and Contract Officer position shall be filled by an experienced staff who will be primarily responsible for grants solicitation, evaluation, preparation of grant awards and grants modifications, and monitoring of grants technical and financial performance (in cooperation with other project staff) to ensure successful performance of the program, as detailed in the Work Plan. The Grants and Contract Officer is expected to independently liaise with national and regional partners on reporting of the implementation.

This position is contingent upon continuation of donor funding.

The responsibilities for the Grants and Contract Officer are, but not limited to the following duties:
  • Work with technical staff in the procurement of service and products and monitor their implementation from an administrative perspective;
  • Develop requests for proposals for grant solicitation;
  • Assess and Evaluate grant proposal, provide support for finalization of project descriptions, action plans and budgets before signing grants agreements;
  • Preparation of grant awards, draft grant agreements and grants modifications with grants recipients;
  • Monitoring of grants technical and financial performance (in cooperation with other project staff);
  • Review grant reporting documentation submitted by sub grantees, ensuring compliance with established procedures, identify areas of improvement and provide guidance on grants performance and quality control.
  • Coordinate with Project/Program Officer to ensure sub grantees’ timely implementation of activities, in accordance with project schedules and sub grant agreements, ensure integration of inclusion principles within the program
  • Review cost share expenses submitted by grantees, subcontractors, and program beneficiaries.
  • Draft letters, documents and forms related to program activities and administrative matters.
  • Maintain grant and subcontract hard and soft copy files.
  • Contribute to the annual programming and program reporting;
  • Carry out other duties as may be assigned related to project activities.
QUALIFICATIONS
  • Bachelor’s degree or equivalent;
  • 2-3 years of grants or procurement experience, handling multiple grantees within one period of time will be considered a plus;
  • Have good understanding on USAID Grant and/or Procurement policies and procedures;
  • Prior experience in working with organizations across Southeast Asia region will be regarded as an asset
Skills:
  • Good computer skills (word-processing, spreadsheets, and databases) are required;
  • Excellent interpersonal skills;
  • Strong analytical, organizational, and report writing skills;
  • Excellent oral and written communication skills in English;
  • Willingness to travel
  • Work with a high level of self-responsibility, reliability, multitasking and service orientation with good attention to details and constantly willing to learn and accept change;

SUPERVISORY RESPONSIBILITIES: None

DUTY STATION
This position will be stationed in Jakarta, Indonesia with frequent travel to Southeast Asia countries
