The HIS Specialist will support activities under the USAID Tuberculosis Private Sector Activity in Indonesia to improve DPPM implementation by leading efforts to establish interoperability of the national TB Information system (SITB) and the BPJS databases (p-care and e-klaim INA CBG) and/or hospital information systems (such as SIM-RS and individual systems in the private sector). Additional eHealth tasks (as described below) will be undertaken by the HIS specialist. The HIS specialist will work closely with the IT team from NTP and the Ministry of Health, as well as the TBPS technical team including the health financing team and other engagement teams.

The HIS Specialist will -
- Carry out a landscape mapping of what is technically required to enable interoperability of the information systems that are used by NTP, hospitals, and BPJS-K in order to create a user-friendly, accessible platform for evidence-based information for decisions makers. The landscape mapping should result in formulating a clear roadmap of how to get interoperability of these systems done, including subsequent steps of engagement and implementation
- Working closely with the government of Indoneisa, will lead the supervision of vendors tasked with improving interoperability of SITT/SITB, WiFi TB, e-TB Manager (part of SITB), P-CARE, E-Klaim INA-CBG, SIM-RS and other hospital information systems.
- Support broad TBPS team activities in data extraction and analysis of JKN claims reporting flows (P-care, E-Klaim INA-CBG) and explore opportunities for cross-checking with vertical TB systems data
- Provide input into policy reform as related to TB and/or JKN health information systems
- Work within the TBPS project consortium under FHI 360 supporting the National TB Program, local authorities and stakeholders, to strengthen TB health information systems with a focus on the private sector
- Lead the creation and planning for a WiFi TB software roadmap including new features, improvements, integrations and interoperability with IT platforms such as SITT/SITB and sputum transportation apps (e.g. SITRUST). This includes:
- The timely delivery of clean, and thoroughly tested software in line with the defined system requirements and specifications.
- Continuously work to identify areas for improvement in the WiFi TB software feature set, performance, and implementation
- Provide capacity-building around the deployment and utilization of the WiFi TB software. This may include, but not limited to, support for training of trainers on the use of the WiFi TB software. Capacitate, lead, and manage the persons who support the continued development, maintenance and implementation of WiFi TB in the TBPS districts in line with the planned roadmap
- Provide other technical support as required
- Report to the TBPS Senior TB Technical Advisor
- Master’s Degree in Computer Science, Information Systems, or a related field
- Minimum 5 years of experience in the health information systems space
- Experience with TB information systems is strongly preferred especially SITT/SITB.
- Prior experience with DHIS2 and SIKDA Generik is a significant plus
- Experience in conceiving, planning and executing information systems implementations with multi-stakeholder engagement
- Skilled in PHP and Android programming using the Ionic framework
- Prior experience managing IT or HIS technical issues
- Fluency in written and spoken Bahasa and high proficiency in English
- Indonesian national
- Experience with health information systems at national level
