UNICEF Indonesia is looking for national consultant: Education (Safe School), 1) to continue provision of technical support on programme implementation and monitoring of UNICEF’s residual education in emergencies (EiE) activities and the new Comprehensive School Safety (CSS) programme as part of the programme preparedness, with particular focus on Central Sulawesi and NTB; and 2) to support the Ministry of Education and Culture to strengthen its preparedness for emergencies in education sector and its capacity to mitigate disaster risk.

During the first two years of the 2016-2020 country programme between the Government of Indonesia and UNICEF, capacity development support was concentrated at the national level including the establishment of the Safe School Secretariat at the MoEC-PKLK and the development of relevant regulations and guidelines. Technical guidelines are now in place and a ministerial regulation is already signed and promulgated. For the remaining three years (2018-20) greater support is targeted at the provincial level to establish and strengthen Provincial Safe School Secretariats in selected disaster-prone areas, in addition to tasks of programme integration.
In 2019, UNICEF worked with the MoEC to ensure that the Safe Schools Secretariat is self-sufficient at the national level and on track with the roll-out to selected provinces. As part of that work, a consultant assisted UNICEF Indonesia to: (i) Support the Ministry of Education and Culture (MoEC) in developing a ministerial regulation on the implementation of Safe School programme; (ii) Develop the e-learning Safe School module for teachers and public in order to improve the knowledge and skill on disaster risk reduction at school’s ecosystem; (iii) Strengthen collaboration between partners; (iii) Review guidance that support Safe School initiative in Indonesia, for instance for the new Safe School roadmap 2020-2014; (iv) Support the EiE and Comprehensive Safe School activities in disaster effected area; (v) Prepare the pre-positioning stock of education supplies.
In 2020, UNICEF will continue to support the MoEC on this work and will continue to contribute to the Safe Schools programme, to which Indonesia has committed to and started implementing it in line with various global and regional declarations and frameworks, such as the ASEAN Agreement on Disaster Management and Emergency Response (AADMER), the Sendai Framework for DRR, the principles of the Global Alliance for Disaster Risk Reduction and Resilience in the Education Sector (GADRRRES), and the Comprehensive School Safety Framework (CSSF), which focuses on: Safe Learning Facilities, School Disaster Management and Disaster Risk Reduction and Resilience Education. UNICEF will also respond to MoEC’s request to further strengthen its preparedness to respond to future emergencies in education with the distribution of the pre-position stock on education supplies to eight selected provinces.
In addition to UNICEF’s work to strengthen and mainstream DRR programming in education, UNICEF also works in line with the CCCs to strengthen the MoEC’s ability to respond to education in emergencies and all units within the ministry has been trained on EiE and Safe School programme. While the MoEC was prepared to a certain extent to respond to disaster, the Safe School Secretariat of the MoEC is also working with UNICEF to strengthen sub-national coordination in Safe School programme by developing Governor regulations and the establishment of Safe School secretariat at provincial level. To date, three provinces (i.e. Bangka Belitung, South Sulawesi, and Yogyakarta) have established Safe School secretariat.
