Project Summary:
USAID CEGAH is a 5-year anti-corruption program dedicated towards strengthening Indonesia’s community of accountability. The program includes components on rule of law strengthening, accountability and anti-corruption, public service integrity, access to information and civil society strengthening. Currently in its fourth year, the project is implemented by MSI.

Background:
The Government of Indonesia (GoI) has mandated the Ministry of Bureaucratic and Administrative Reform (KemenPAN-RB) through the Regulation no. 25/2009 to develop the Public Service Information System (Sistem Informasi Pelayanan Publik, or SIPP). SIPP serves as an electronic platform that aims to provide comprehensive and timely information on public services. The website (sipp.menpan.go.id) consists of information regarding the procedure of government services, standard of services (including the cost and timeline), and many others. SIPP is also integrated with other services, including SP4N-LAPOR! the public complaint management application.

In 2017, USAID CEGAH supported KemenPAN-RB to develop and promote SIPP. Recent development shows that there is data input from 520 government institutions and there are 57,661service types registered into SIPP.

In 2019, USAID CEGAH supported KemenPAN-RB to conduct a review on SIPP, including the user satisfaction, performance, security, and areas for improvement of the platform. From the results of the recent review by the CEGAH consultant, as a "one-stop" data/information service provider, SIPP needs some improvements and enhancements for aspects such as ease of access and use of the application, functional compatibility, feature completeness, and data security.

There are several important features that need to be enhanced to improve the ease of access and use of the application, such as: improvement of search features, improvement of Search Engine Optimization (SEO) and digital socialization, development of the user guides for visitors on the homepage, bug fixing, and increasing the content on the homepage. In addition, SIPP requires a more detailed data in the Command Center that can also be accessed by the public and that allows users to print and export data. SIPP also needs functions for data analysis; reporting the national SIPP data condition; and features that allow regions to perform functions in SIPP independently by having their own addresses in the SIPP domain. Regarding interoperability and data security, SIPP must make integration facilities through Application Programming Interface (API) ensuring that all local governments are integrated with SIPP while also creating data backup.

In this regard, USAID CEGAH seeks to appoint an IT Developer 2 to improve the SIPP application based on the current assessment and analysis results.

Position Summary:
This position will be held by an experienced IT expert. The IT Developer 2 will work parallelly with IT Developer 1 in improving the SIPP application. This work requires coordination with a team from the government (in this case the Deputy of Public Services of KemenPAN-RB) as well as with IT Developer 1 to implement the program as detailed in this ToR.

Objective:
In coordination with IT Developer 1 and USAID CEGAH, he/she needs to improve the SIPP system based on the results of the current review and recommendations covering the aspects of ease of access, the use of the application, functional compatibility, feature completeness, and data security

Task and Responsibilities:
  • Three (3) days:
    • Learn the technical documentation of SIPP;
    • Understand the result of the SIPP review;
    • Conduct initial meeting with KemenPAN-RB and USAID CEGAH;
    • Analysis of the user requirements and review it with KemenPAN-RB and USAID CEGAH; and
    • Create a workplan for the improvement of the SIPP application.
  • Twenty (20) days:
    • Develop the improvement of SIPP application by, at least, covering the following aspects:
      • Aspects of feature completeness
        • Make advanced search features;
        • Create more detailed data in the command center;
        • Make command center feature available for public; and
        • Add print and export data features.
      • Aspects of functional compatibility
        • Make a data standardization (in consultation with KemenPAN-RB);
        • Make functions for data analysis;
        • Make functions for reporting of SIPP national data;
        • Create features that allow regions to access functions in SIPP independently and have addresses in the SIPP domain;
        • Fix the bugs (errors in the system flow or data, ex: data filters, search results, wrong calculation, etc.);
        • Develop Public Service Index (Indeks Pelayanan Publik, or IPP) modules with the addition of new calculation for ministry;
        • Develop and make improvement on the Public Satisfaction Survey module (Survey Kepuasan Masyarakat, or SKM); and
        • Add user access for admins based on their user level and specific privileges.
  • Three (7) days:
    • In close coordination with the team, the IT Developer 2 must:
      • Integrate the application development with IT Developer 1;
      • Complete the User Acceptance Testing (UAT);
      • Refine the application based on the result of UAT;
      • Install the updated application to SIPP server;
      • Re-check the application security with State Cyber and Cryptography Agency (BSSN) after the application is fully developed;
      • Prepare the technical documentation, and combine the result with the documentation by IT Developer1;
      • Develop user guidelines (for refined items and added features); and
      • Train KemenPAN-RB’s SIPP admins.
Eligibility:
  • Experienced in government capacity building related topics;
  • Experienced in holding interviews, trainings, seminars and FGDs with participants from various ministries/institutions;
  • Experienced in working with internal control government agencies. BPKP, Inspectorate Generals of ministries, and/or local inspectorates in regions.
Deliverables:
  • Design and work plan for the improvement of SIPP application, approved by KemenPAN-RB and USAID CEGAH;
  • Beta version of the updated SIPP application, approved by KemenPAN-RB and USAID CEGAH;
  • UAT report;
  • Final version of updated SIPP application, approved by KemenPAN-RB and USAID CEGAH; and
  • Technical documentation of the SIPP application.
General Provisions and Limitations:
  • It is strongly required that the IT Developer 2 give regular updates to USAID CEGAH during the development progress;
  • All final decisions related to this project will be made by USAID CEGAH; and
  • Any communication with USAID is the authority of the Chief of Party (COP) and MSI/HQ responsible and authorized personnel.
Qualifications:
  • Professional IT consultant with at least five years of experience in website/database/application development;
  • Good understanding about SEO;
  • Demonstrated experience to analyze, design and develop an information system application;
  • A minimum of five years of experience related to web programming (PHP, MYSQL, AJAX, CSS, HTML, HTML5 and jQuery);
  • Familiarity with public service and e-government;
  • Prior experience working with government clients is preferred; and
  • Strong management skills, and an ability to work with a team and/or independently with minimum supervision.
