Hivos Southeast Asia Job Vacancy: Project Support Strategic Partnership, Jakarta

Title : Project Support Strategic Partnership
Duty Station : Jakarta, Indonesia
Report to : Advocacy Officer for Sustainable Diets
Timeline : 3 (three) months start in February to April 2020

Background
In January 2016, Hivos together with IIED launched a 5-year strategic partnership with the Dutch Government to transform the food system and promote sustainable diets under the Sustainable Diets for All (SD4All) program. The program supports civil society organizations to increase their capacity to influence policy and practices of market and government actors through citizen research, action and related advocacy to promote sustainable diets for all.

Another program under Strategic Partnership is Green and Inclusive Energy program. This program is designed to enable civil society organizations in Indonesia to do advocacy on inclusive renewable energy, including to promote the use of clean and renewable energy by consumers.

Each thematic program has carried out baseline studies in 2016. The Citizen Agency Consortium has used a number of approaches for monitoring of results. These include Outcome Harvesting and Narrative Assessment (for monitoring L&A results) and Capacity self-assessments. For the last year of the project in 2020, an end-term evaluation is organized in line with the Partnership Agreement between the Citizen

Agency Consortium and the Ministry of Foreign Affairs and the Ministry’s Grant decision.

The evaluation which is scheduled in March 2020 will include meetings with various stakeholders in Jakarta, Sumba, and Jember, including but not limited to SD4All and GIE’s partners, Dutch Embassy and government officials, and so on.

Meanwhile, since December 2019, both programs along with the SP Open Contracting program, is currently conducting a scoping study on Localizing SDGs at the city of Solo. A team of lead and thematic analysts have been appointed and number of workshops will be organized related to the study.

Objectives
  • External evaluation: This evaluation will seek a balance between Learning and Accountability. In line with the program’s focus on capacity development the evaluation is designed to maximize learning, among partners as well as among CAC members. It will facilitate learning by actively involving partners and project teams throughout evaluation process, from inception phase to discussing findings and formulating conclusions.
  • SDG Study: To seek possible solutions to synergize food, green and inclusive energy and transparent open contracting processes within the context of SDGs implementation at the local level.
Roles and responsibilities
For External evaluation
  • Arrange the meetings for the external evaluators in Jakarta, Jember, and Central Java, including maintain the list of contacts for the evaluators to meet and sending invitations to them
  • Coordinate with SD4All and SP-GIE partners on other contacts for the evaluators to meet
  • Hire venue and arrange food and drinks for all participants
  • Accompany the external evaluators when necessary including to Jember and Central Java
  • Arrange for materials and equipment such as projector, posters/flip charts, markers etc
  • Arrange the transportation for the external evaluators to all meetings in Jakarta, Jember and Central Java, including flights and car rental di Jember and Central Java.
  • Documenting the process (including notetaking for Hivos internal record)
  • Organizing, compiling and collecting the financial expenditure from Hivos own budget related to the activity implementation in accordance with Hivos standards, including making a compilation of expenses and make sure all supporting documents such as receipts are available.
  • Arrange the reimbursement of costs that should be borne in the external evaluator’s budget
  • Coordinate with the relevant Hivos staff including Advocacy Officers, DMEL Officer, and Project Officer of Strategic Partnership.
  • All administrative issues pertaining to the position including managing the project details in the Hivos Management Information System.
For Localizing SDGs Scoping Study
  • Arrange the workshops in Solo, involving all relevant staff and analysts, including maintain the list of contacts to invite and sending invitations to them
  • Coordinate with SD4All partner in Solo in regards to the invitation
  • Hire venue and arrange food and drinks for all participants
  • Arrange the local accommodation for Hivos staff and analyst teams
  • Arrange for materials and equipment such as projector, posters/flip charts, markers etc
  • Documenting the process (including notetaking for Hivos internal record)
  • Organizing, compiling and collecting the financial expenditure from Hivos own budget related to the activity implementation in accordance with Hivos standards, including making a compilation of expenses, disburse local transport costs, and make sure all supporting documents such as receipts are available.
  • Coordinate with the relevant Hivos staff including advocacy officers/program managers, project officer and project support under SP
  • All administrative issues pertaining to the position including managing the project details in the Hivos Management Information System.
Qualifications and Experiences
We are seeking an Indonesian person with the following qualities:
  • Has a strong experience in project administration and finance
  • Has a strong experience in event organization involving local, national and international stakeholders
  • Has a strong interpersonal communication skill with internal and external stakeholder.
  • Previous working experience in an international environment/organization is an advantage
  • Having respect for a humanitarian or humanist principle and willing to work in a non-discriminating, neutral, impartial and gender equal environment.
