Chemonics International Job Vacancy: Anticipated USAID - Indonesia Energy Program - Lead 2, Jakarta

Chemonics International seeks a senior-level expert in utility modernization and energy sector transformation (Obj-2-Lead) for the anticipated “Indonesia Energy Program” activity funded by the United States Agency for International Development (USAID). This 5-year activity seeks to improve Indonesian energy policies and planning and increase investment in advanced energy systems, particularly renewable energy, to expand access to energy, drive inclusive growth, and reduce poverty.

The request for proposal (RFP) has yet to be released but is expected on January 31th, 2020 with an anticipated start date of the activity on September 30th, 2020. We are looking for a highly adaptable individual who can navigate change, continuously learn and improve, facilitate learning, build strong relationships, and focus on results and impact.

Responsibilities include:
  • Coordinate and oversee the implementation of specific tasks to meet contract objectives for utility reform and transformation, possibly through the promotion of Energy Efficiency activities and tariff rationalization.
  • Liaise with the staff of USAID/Indonesia, government agencies, regulatory bodies, private sector stakeholders
  • Develop annual work plans and budgets in accordance with USAID annual planning cycle
  • Draft technical deliverables, reports, presentations
  • Provide leadership and oversight to achieve project deliverables within the agreed-upon budget and timeline
  • Manage a cadre of local and international technical experts and subcontractors 
Desired qualifications include:
  • Advanced degree in public policy, economics, business administration, electrical engineering, civil engineering, environmental engineering, or a related field.
  • Minimum 8 years of progressively responsible work experience in leading and managing power sector reform and/or utility modernization programs in Indonesia, especially in the following areas:
o   Energy Efficiency activities; and
o   Rationalization of tariffs.
  • Practical experience working with a range of program partners, including government agencies (USG and host), regulatory bodies, utilities, the private sector, NGOs, civil society, consumers, etc.
  • Demonstrated supervisory work experience including supervision of technical teams of energy professionals to effectively respond to complex assignments.
  • Strong interpersonal, analytical and problem-solving skills, and exceptional oral and written communication skills.
  • An excellent record working with other donors on energy sector reform programs
  • Fluency in English
