OBJECTIVES OF THE PROGRAMME

The objectives of the post in WHO Indonesia are to coordinate national efforts for strengthening laboratory quality management systems and capacity-strengthening across various public health programs and health emergencies to maximize the utilization of existing laboratory experts and facilities with continuous capacity strengthening.

DESCRIPTION OF DUTIES

Under the overall guidance from team leads for CDS, EPI and WHE in WHO Indonesia and day-to-day supervision/guidance of Technical officer - Surveillance and Laboratory, the incumbent will provide support to Ministry of Health (MoH) by performing the following specific duties:
  • Provide technical support in reviewing and revising the national policies for laboratory network development, guidelines and SoPs for improving laboratory service system and referral networking at various technical departments and programs of the Ministry of Health.
  • Coordinate designing and establishing a public health laboratory system and network under appropriate institution/unit within MOH in close collaboration with other relevant units/technical departments in the health sector.
  • Provide technical support for identifying training needs on laboratory capacity strengthening, Laboratory quality management system (LQMS) and Bio risk management areas in health laboratories working for public health programs and facilitate organization of the training activities including provision of relevant technical resource persons.
  • Support revision of EWARS/ VPD protocol and guidelines on laboratory components based on a comprehensive review of EWARS.
  • Assist Ministry of Health on further strengthening coordination and collaboration with laboratories of animal health sectors and other relevant sectors in the context of one health that are responsible for surveillance and response of zoonotic diseases (particularly Avian Influenza, rabies and leptospirosis), foodborne disease surveillance and antimicrobial resistance(AMR) surveillance.
  • Assist in strengthening the risk assessment capacity at various levels of national and sub-national health systems as laboratory experts and if necessary participate at joint field investigation of VPDs/EIDs outbreaks with Government counterparts.
  • To coordinate and collaborate with other programs in relation to laboratory detection of VPDs/EID outbreaks and other public health emergencies within WHO-Country Office (WCO), UN partners, local and/or international NGOs and donors.
  • Ensure that all WHO documents, recommendations, and other relevant materials related to laboratory services for communicable diseases and disease outbreak detection are made available for inclusion in the relevant national guidelines and training materials as appropriate.
  • Facilitate the technical monitoring and evaluation of activities implemented to assure that best practices and lessons learned are identified and properly documented for the laboratory area.
  • Represent WHO under the delegation and approval of the team lead and technical officer in meetings and advocacy activities with MoH and relevant stakeholders.
  • Prepare relevant activity proposals to implement WHO biennium work plans; monitor and evaluate the implementation of these activities; produce activity summary and other relevant documents as per the office requirement.
