Rikolto Indonesia Job Vacancy: Planning, Learning and Accountability Coordinator, Bali - Denpasar

Rikolto Indonesia (formerly VECO Indonesia), the regional branch of the international NGO Rikolto, committed to the development of a sustainable agricultural value chain and food system, is now recruiting an Indonesian National for the position of:

PLANNING, LEARNING and ACCOUNTABILITY (PLA) COORDINATOR

Based in Denpasar, Bali

Position Overview

The PLA Coordinator is the person who takes the main responsibility to initiate, coordinate and implement all program planning, learning and accountability system in Rikolto Indonesia.

He/she organizes data collection, analyses data, ensures quality of information and produces reports. He/she continuously improves the PLA system and the methodologies employed, independently and in cooperation with the international PLA Team.


Roles and Responsibilities:


  1. Data Management§  Coordinating and ensuring data collection processes and results at both Rikolto and partners level, in coordination with the Sector Managers, Curators and Field Officers, with the support of IM and Database Officer;
    1. Ensuring the quality of the data and information;
      1. Analyzing data and information for strategic program development and program  planning, including proposal development;
      2. Providing planning and reporting formats to the programme staff and assisting them to comprehend the formats when required;
      3. Developing the annual budget for the PLA activities and operation.
  2. Compliance and Compatibility
    1. Coordinating the implementation of PLA, analyzing and processing data on PLA results, and documenting the management of these data;
    2. Producing and guaranteeing the quality of programmatic reports to donors, government and superiors within the prescribed deadlines and according to the requirements;
    3. Designing and making sure that the Rikolto Indonesia’s PLA system is in line and compatible with the Rikolto International PLA system.
    4. This includes adaptation of methodologies/ tools/ guidelines/ manuals from Rikolto International for local setting;
    5. Leading the internal processes for monitoring and evaluation, including measuring impact
  3. Learning and Innovation
    1. Sharing information related to PLA and learning from the implementation of activities or results of program monitoring based on organizational provisions;
    2. Training, guiding and coaching RIKOLTO Indonesia staff and partners on PLA tools, methods and methodologies;
    3. Coordinating learning spaces and knowledge management initiative;
    4. Identifying of best practices in the reports and sharing them with the Communication Coordinator for dissemination and in-depth documentation for studies;
    5. Ensuring Rikolto’s knowledge management initiatives is well implement with the supported by the IT, IM and Database Officer;
    6. Organizing program related PLA activities for staff and partners;
    7. Identifying gaps in knowledge and capacity of regional staff to implement the     PLA system, or challenges regarding the practical implementation of the PLA system; and communicating these to Global Support Team.
  4. Cluster and Networks
    1. Taking the lead for Rikolto in Indonesia and contributing pro-actively to the Rikolto International PLA Team;
    2. Identifying and establishing contact with relevant service providers for learning and accountability purposes.
  5. General
    1. Contributing to the fundraising activities of Rikolto Indonesia;
    2. Taking the responsibility to protect the dignity, values, identity and reputation of Rikolto Indonesia;
    3. Contributing to the activities regarding the general well-being of the staff-members and healthy and environmentally friendly practices at the office and in the operations;
    4. Special assignments which have not been described here.
Required Competences:

Education:
  1. Degree in Social Sciences, Agriculture, Rural Development or Knowledge Management or equivalent
  2. Experience:Min. 5 year’s experience in research, monitoring & evaluation and knowledge management
Knowledge:
  1. Experience in quantitative and qualitative research methods, including Participatory Rapid Assessment, action research, case studies, etc.;
  2. Understanding of PLA tools such as Outcome Mapping, Sensemaker, Link Methodology, Theory of Change and Most Significant Change;
  3. Statistics;
  4. Participatory learning methods;
  5. Knowledge Management;
  6. Affinity with rural development and sustainable agriculture;
  7. Good understanding of sustainability, gender-sensitive research methods and youth.
Skills:
  1. Design of surveys and qualitative studies;
  2. Data collection with standardized and non-standardized instruments;
  3. Good computer operation, and specifically on data processing with Excel, Access, SQL databases;
  4. Design, implementation and evaluation of participatory assessments;
  5. Facilitate focus group discussions and other group monitoring and learning processes;
  6. Report writing (in Bahasa Indonesia and English);
  7. Design of gender-sensitive research methods and generation of gender and youth-disaggregated data and reports;
  8. Administration and Documentation.
General skills
  1. Good communication skills to engage with various actors: Rikolto Indonesia and International team, partners, donors, governments;
