Background:
‘Aisyiyah is a Muslim women's organization founded in 1917 in Indonesia. ‘Aisyiyah is one of the largest non-profit religious women's organizations in Indonesia. This organization focuses on Islamic movement, da’wah, and tajdid in all areas of life including the field of health and education. In New Implementing Period (2018-2020), ‘Aisyiyah has been chosen as Principal Recipient (PR) of Global Fund to carry out a “Community TBC-HIV Care Program” to represent the Indonesian Civil Society. ‘Aisyiyah is responsible to coordinate community level activities of Sub-Recipients (SRs) as the representative of Civil Society Organizations (CSO’s) that currently covers 14 provinces and 130 districts/cities in Indonesia. Approaching the third year of the implementation of the program, PR TB Aisyiyah will need to hire Monitoring, Evaluation, and Learning Specialist to plan and implement monitoring evaluation of the program, to capture best practices and lessons learned from the program, and to provide the program narrative report.
Position Description:
Monitoring, Evaluation & Learning Specialist (MEL Specialist) is responsible for planning and implementing monitoring, evaluation and learning processes and to do data analysis, capture best practices and lessons learned from the program, and to provide the program narrative reports. In carrying out its duties, MEL Specialist is under supervision of the Senior Project Coordinator and Program Manager and will work closely especially with M&E Coordinator and other units.

Position Description:

In carrying out its duties, MEL Specialist is under supervision of the Senior Project Coordinator and Program Manager and will work closely especially with M&E Coordinator and other units.
Qualifications:
- Bachelor degree in social sciences, public health, statistics or other relevant field. Higher degree (Master) is preferable;
- Have at least 3 years of demonstrated experience in Monitoring, Evaluation, and Learning program;
- Have at least 3 years of experience as a researcher (in health program is advantageous).
- Have demonstrated experience in data analysis (both quantitative and qualitative data);
- Have the ability to operate statistics software (e.g. SPSS), own statistics software, and master in operating Ms. Excel;
- Excellent writing and editing skills in Bahasa Indonesia and English; proficiency in a second language highly desired;
- Excellent inter-personal, inter-cultural and teamwork skills, hard worker and respect deadline;
- Have the ability to work independently and with the team;
- Have experience working in social or civil society organizations including Muhammadiyah or Aisyiyah (preferable).
- Plan and implement all works and tasks related to Monitoring, Evaluation, and Learning activities.
- Collect, manage, and analyse data (quantitative and qualitative) as needed.
- Capture best practices and lessons learned as well as story of change from the three-year program and including from the research and assessment activities.
- To lead and produce narrative program reports on regular basis including end of the program report.
- Work closely with the M&E coordinator to produce narrative program reports, best practices and lessons learned.
- Coordinate with all unit team and coordinators related to the implementation of MEL activities.
- Provide guidance and support to all units within the program and to all sub-grantees (as needed) to develop program monitoring plans, tools, data quality and final reports.
- Working with all units and sub-grantees to ensure the quality and accuracy of lessons learned, outcomes of the program, and reports.
- Field visit will be required (as needed) to monitor project implementation and to provide timely monitoring and evaluation reports.
- Actively seek inputs from all stakeholders including from the internal program and the external parties including from the Aisyiyah organization and from the relevant government parties at all levels.
- Responsible for updating and reporting MEL activities to the Senior Project Coordinator and Program Manager.
- Carry out other tasks given in accordance with the needs of the program.
Deliverables include the following:
- Data analysis report including charts, graphs, and narrative report.
- Monitoring and evaluation portfolio and module for the program and units.
- Report results from field visits and other data collection processes.
- Biannual and end of the program report.
- Presentation and other dissemination materials for 6-monthly Progress Update and end of the program.
