Field Support Services Project (FSSP) is a five-year project (October 2019 – October 2024) funded by DFATD and managed by Cowater International,. FSSP provides administrative, financial, procurement, and logistical services as well as support to the in-country development programming for the Government of Canada through the provision of technical specialists in gender equality, governance and human rights, and environment and climate action and assisting DFATD in procuring and managing local development initiatives. These programs will take place in Indonesia and the ASEAN regions.
FSSP is currently looking for Project Coordinator to support for delivery of administrative, financial, procurement, and logistics services provided by the FSSP Consultant as well as provision of Support to Local Development Initiatives. The position reports to the FSS Project Manager.
Key Responsibilities:
- Providing procurement services of goods and services, including but not limited to procurement of Technical Specialists through local and international competitive processes;
- Ensuring appropriate administrative oversight of the Technical Specialists, including timely delivery of their outputs and meeting basic professional requirements and alignment with activity specifications;
- Providing support to the local development initiatives, including but not limited to:
- developing tools (e.g. brochures, outreach documents, due diligence checklists) and coordinating publications related to the local development initiatives, including specific notices for calls for proposals;
- coordinating calls for proposals, including receipt of proponent proposals;
- conducting preliminary screening of proponent proposals in accordance with formal selection criteria; making recommendations to, and providing Secretariat support for, the Project Review Committee or equivalent;
- supporting or conducting due diligence of short-listed proponents, e.g. administrative and programmatic aspects, and documenting approvals processes and funding decisions;
- preparing local contribution agreements or other financial instruments, based on established templates;
- monitoring initiative implementation, including conducting site visits, reviewing reports and making recommendations regarding payments to recipients;
- coordinating audits of the initiatives.
- Supervising relevant Personnel, as required;
- Providing project coordination services, including but not limited to:
- undertaking program or project design; preparing annual work plans and reports; monitoring activities;
- conducting knowledge-sharing events, with other stakeholders and facilitating stakeholder coordination; and, promoting knowledge sharing among local development initiatives;
- Ongoing liaison with DFATD officers, maintaining proper project files, and preparing collated periodic and Annual Reports on the local development initiatives; and,
- Providing any other related services, as required.
Qualifications and Experience:
- Relevant Bachelor’s Degree or Post-Graduate Degree (preferred)in related discipline such as business, finance, accounting, logistics, economics, international development, procurement, project management, business administration, engineering and applied sciences.
- Demonstrated experience in project coordination.
- Demonstrated relevant experience providing the following services:
- Undertaking procurement for goods and services;
- Providing logistic services;
- Providing Support to Local Development; and
- Providing project coordination.
- Demonstrated relevant experience developing operational documents including but not limited to: manuals, procedures, policies, or templates.
- Demonstrated cumulative work experience working in developing countries, preferably in one of the ASEAN member states.
- Excellent written and verbal communication, liaison, and interpersonal skills.
- Excellent command of English. and
- Excellent skills in Microsoft Office (Word, Excel and Powerpoint).
