ThinkWell is implementing two projects in Indonesia. The five-year project, Health Financing Activity (HFA) funded by USAID and a grant from the Bill and Melinda Gates Foundation for Strategic Purchasing for Primary Health Care (SP4PHC). ThinkWell is seeking a dynamic forward-thinking Country Manager who has experience in managing contracts and grants of technical assistance programs in the Indonesian health sector. This is an exciting opportunity to contribute to a transformative program.
The Country Manager will report to the Public Sector Lead in Washington DC and support the Chief of Party for the HFA Project and the Senior Health Financing Advisor for SP4PHC. The Country Manager will supervise Administration, Operations and Human Resources staff as needed depending on program needs and growth. The Manager is responsible for day to day management including oversight of financial and operational systems, quality control of contract reports and deliverables, and all human resource functions.

The Manager brings substantial technical and managerial expertise as well as in-country experience. The ideal candidate is a hands-on manager, enthusiastic to shape the growth of a cutting-edge enterprise.
Responsibilities:
Project Planning and Management
- Implement a system for project planning and reporting to include annual workplan preparation with the government partners and sub-contractors and other team members
- Ensure that the work plan meets client requirements and standards
- Support activity monitoring system
- Quality control, technical and editorial, of deliverables
- Implement a system to capture timely inputs for monthly, quarterly, six monthly and annual reporting to clients
- Oversee the preparation of quarterly travel plans and travel requests
Human Resources & Team Management
- Recruit, onboard and lead team members across operational and programmatic areas
- Manage HR systems, processes, policy documents/handbook and compliance with local labor laws
- Lead by example, delegate effectively, demonstrate integrity, motivate and inspire others
- Effectively manage in-country admin/ops team, proactively growing team members by focusing on their professional development and capacity building
- Create a positive, respectful country team operating culture and environment
Contracts
- Ensure effective use of donor resources and compliance with funders’ policies and regulations
- Manage sub-contracts related the HFA project
- Manage local procurement of goods and services including local consultants
- Act as the lead contract focal point for USAID in country
Finance
- Ensure the stringent management of financial systems, including financial tracking, recording of financial transactions, financial risk management, fraud prevention
- Review financial report from the sub-contractors
- Overseemonthly financial projections and cash flow
Requirements
- Undergraduate degree and 8+ yrs exp or graduate degree and 6+ yrs exp;
- 5+ years professional experience managing donor contracts, preferably USAID contracts, for technical assistance projects in the Indonesian health sector;
- Experience managing technical assistance projects in the health sector successfully;
- Demonstrated team and people management abilities with a focus on growing staff, mentoring and coaching;
- High level of IT skills, inclusive of word, document editing, excel, database management;
- Strong presentation skills, ability to synthesize management data in terms of activity progress, link with financial analysis, preparations of briefs and presentations from a management perspective;
- A thoughtful systems thinker with grounded, pragmatic understanding of the complexities of our work;
- Proven track record in budgeting and financial management and analysis;
- Demonstrated ability to engage effectively with external strategic partners, donors, government ministries and stakeholders;
- Full written and verbal fluency in English and Bahasa Indonesian;
- Outstanding cross-cultural communication skills, including the ability to relate respectfully with staff at all levels, ages, genders, nationalities and orientations as well as across work areas;
- Ability and willingness to travel in-country and internationally as needed.
