Islamic Relief Worldwide Job Vacancy: Monitoring Evaluation Accountability and Learning (MEAL) Manager, Jakarta

Islamic Relief Worldwide in Indonesia was operation since 2003 following the  MOU signing with the Ministry of Home Affairs. The objective of IRW in Indonesia programme is to contribute to the social welfare of the Indonesia people and to alleviate the suffering. The main sector for the programme include:

  2. Sustainable livelihood
  3. Education
  4. Child Welfare
  5. Shelter
  6. Disaster Risk Reduction
The geographical area are Banten, NTB, Aceh and Central Sulawesi province directly implementing or  through partners.

Islamic Relief Worldwide in Indonesia is looking to recruit a Monitoring Evaluation Accountability and Learning (MEAL) Manager, based in Jakarta.

Reporting Line:
Post holder direct reports to : Country Director/Head of Program

KEY DUTIES AND RESPONSIBILITIES:

Overall Responsibility
Working together with Country Director, Head of Program and other key program team member , the MEAL Manager will have a key role in establishing and promoting use of MEAL systems. S/he will implement and revisit programme MEAL framework, focusing on building the capacity of relevant programme staff, as well as promoting and fostering a culture of shared learning and accountability and promoting innovation within the country programme. This includes supporting in the development and integration of accountability, learning and programme quality standards in programme assessments, design, monitoring, review and evaluation as well as consistent documentation of learning and progress in this area.

Description of duties:
  1. To review, improve and develop tools, methods and strategies aiming for quality of humanitarian (emergency & development) services and accountability to affected populations.
  2. Institutionalise and strengthen the Islamic Relief MEAL system through continuous context analysis, designing tools/mechanism/framework/systems for program quality
  3. Ensure that all programmes and projects are continually monitored for their relevance, effectiveness, efficiency and appropriateness and that lessons are documented and communicated to inform on going implementation and future programming
  4. Develop viable mechanism embedded in MEAL framework to extract, update and disseminate learning of projects and programme in ready to refer and easy to understand manner.
  5. Contribute to improvements in existing policies and procedures to enhance effective accountability mechanisms of the programme.
  6. Guide implementation team in achieving outcome and accountability to beneficiaries.
  7. Lead on building capacities of staff for monitoring, evaluation, accountability and Learning
  8. Seek opportunities for information sharing and learning exchanges with local actors/INGOs to promote coordination at local, provincial and national level.
  9. Conduct CHS self-assessment of IR Indonesia and its local partners to assess programme and MEAL capacity.
  10. Support the team in developing robust and high quality donor reporting
  11. Conduct result monitoring /evaluation of the IR projects and programme
  12. Undertake monitoring/evaluation visit to all IR project sites to assess both programme performance and for compliance to CHS at community and front-line staffing and partner level. Ensure a reportand action plan is produced.
  13. Actively participate in the IRW MEAL CoP platform on Chatter and ensure local/national MEAL staff are also participating.
  14. Compile a centralized comprehensive CHS evidence library – both hard copy and soft copies – organized under each of the 9 CHS Commitment Areas
  15. Provide support to CD/HoM with any additional duties requested in support of CHS compliance and/or MEAL related activities
KEY COMPETENCIES
Experience/Education:
  1. Relevant education back ground in social development, management (Minimum Master Degree or equivalent)
  2. Five years minimum experience in relevant field.
  3. Proven leadership and self-management skill
  4. Capacity to work under pressure
  5. Computer literate with fluency of using Microsoft Word, Excel, internet and email packages, statistical and survey tools (i.e SPSS, KoBo collect, Epicollect, etc)
  6. Experience of communicating and representation with a range of people, organizations and cultures, Problem solving from different angles, allowing for an integral vision of situations.
Skills
  1. Self-starter who is able to work collaboratively across functional areas to achieve organization and personal performance objectives.
  2. Demonstrated ability to conduct/oversee evaluations, reviews, assessments, etc.
  3. Experience in the evaluation of development projects using a range of qualitative and quantitative methods.
  4. Able to write report in English with minimum revision/edit

  1. Knowledge and practical understanding of and ability to work within both relief and development NGO contexts.

Personal Qualities:
  1. Ability, motivation, and willingness to travel alone within IR Indonesia One to One  Sponsorship Project Location.
