International Federation of Red Cross Job Vacancy: Water, Sanitation & Hygiene Promotion (WASH) Manager, Lombok - NTB

The International Federation-Country Cluster Support Team (CCST) for Indonesia and Timor Leste is looking for qualified candidate to fill the following position:

Water, Sanitation & Hygiene Promotion (WASH) Manager - NATIONAL STAFF

Organizational Context
Two earthquakes struck Lombok island within a week, with the first taking place on 29 July and the second, 5 August 2018. Both earthquakes affected five districts in West Nusa Tenggara Province: North Lombok, East Lombok, West Lombok, Central Lombok and Mataram, with North Lombok the hardest hit. Subsequent third and fourth quake shook the island again on 9 and 18 August 2018, and aftershocks continue to this day. Information released by the National Disaster Management Authorities (nationally referred to as BNPB1 as of 14 August 2018 indicate 561 deaths, 7,757 injured and 396,023 people displaced.

BNPB, the local disaster management offices, the army, the police, the national search and rescue agency, the Ministries of Public Works, Health, Social Affairs, together with PMI, NGOs, volunteers and others carried out emergency response and the West Nusa Tenggara (NTB) province extended the declaration of a state of emergency in the state to 25 August. As the earthquakes continue to be classified as a provincial-level disaster, the Government of Indonesia has not requested for international assistance to respond to the needs of the people of Lombok. Nevertheless, local actors and various other humanitarian actors present in Indonesia are supporting the response using in-country resources.

Initially, the Government of Indonesia (GOI) indicated that no international assistance was requested warning international agencies not to mobilize personnel and supplies from outside the country since they would be allowed in. As a leading local humanitarian actor, and in pursuit of its mandate outlined in the Red Cross law, PMI requested IFRC to launch an Emergency Appeal launched as a channel for PMI to receive support from its sister National Societies as well as act as a platform through which other National Societies and partners may express solidarity. On Sunday, 12 August, the President of Indonesia announced that international assistance will be accepted as long as it is channeled via a local actor or an agency with presence in Indonesia.

The EPoA for the Lombok Earthquake Operation plan to support up to 10,000 HHs with emergency shelter, conditional cash for shelter, NFIs, emergency health services, safe drinking water and sanitation facilities. A small team of IFRC staff will support PMI and Jakarta and field level in Lombok headed by a Field Coordinator. The implementation of the various activities will be led by PMI who will delegate more responsibilities to the provincial chapter over the course of the operation.

The position holder will be a member Lombok EQ Operation (LEO) team within the CCST for Indonesia and Timor-Leste based in Lombok / Indonesia.

Job Purpose
The Water, Sanitation and Hygiene Promotion (WASH) Manager for the Lombok Earthquake Operation is responsible for supporting the water, sanitation and hygiene promotion activities, towards achieving the goals set by the Emergency Plan of Action as a priority. The Manager must ensure that safe water, adequate sanitation, health and hygiene education are delivered to target affected population. Activity implementations will be done with community participation and integrated public health WASH approach, while supporting every opportunity for WASH capacity building within PMI NTB.

Job Duties and Responsibilities
The WASH Manager will work closely with the PMI at all levels where practical while assisting relevant NS staff and volunteers to effectively implement the activities and achieve operational targets. The Manager will plan and implement together with the PMI staff and volunteers to improve WASH and reduce vulnerability of the beneficiaries and ensure timely implementation of activities under operational plan of Lombok Operation. Specifically:

1. Manage the implementation of WASH interventions to ensure the quality and compliance with IFRC standards.
2. Ensure WASH interventions are integrated with DRR and support the work of diarrhoea prevention wherever feasible.
3. Ensuring the coherence of all WASH activity (hygiene promotion, safe water provision and adequate sanitation facilities)
4. Ensure the project are in line with Project Planning and Budgeting by close coordination with line manager and Finance manager
5. Follow the key Federation technical documents (WASH policy, Strategy 2020, Health & Care policies, GWSI, MDGs, SPHERE, PHAST, etc.) and contribute where appropriate to the Global Federation WASH/Health agenda,
6. Support the PMER process by conducting proper planning, monitoring, evaluation producing regular, timely and accurate narrative reports for the Federation and donors
7. Support PMI Capacity development such as, but not limited to coaching and develop or arrange training for PMI staff/volunteer.
8. Work closely with the PMI as a team, while maintaining close collaboration with relevant departments within IFRC
9. Coordinate and or collaborate WASH activities with other sectors, movement partners and stakeholders (Government institution, Cluster members, etc)
10. Develop WASH exit strategy to be implemented by the end of the operation.

Job Requirements

1. University degree in structural/civil engineering, architecture, Hydrogeology or related field.
2. Minimum 10 years working experience in WASH
3. Experience implementing Hygiene Promotion programmes
4. Experience working on programme implementation with local actors and/or partners
5. Experience of working for a humanitarian organisation and/or the Red Cross Red Crescent Movement
6. Experience in working in developmental contexts and engaging effectively with beneficiaries especially women and children and vulnerable groups
7. Experience of project planning & budgeting, supervision and management to include monitoring and evaluation
8. Experience of producing narrative & financial reports
9. Self-supporting in computers (Windows, spreadsheets, word-processing)
10. Skills in training and developing staff
