The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a German public-benefit federal enterprise. GIZ works worldwide in the field of international cooperation for sustainable development and has over 50 years of experience in a wide variety of areas, including RE and EE in ASEAN. The cooperation between ASEAN and Germany focusses in the fields of climate change and environment, regional economic integration as well as institutional capacity development.
In the energy sector, GIZ supports the introduction and deployment of renewable energy (RE) and energy efficiency (EE) in the partner region through methodological approach, technical and financial competence and enable partner organizations to move towards a sustainable energy supply using their own potential.
The ASEAN-German Energy Programme (AGEP) II is commissioned by the Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in close cooperation with the ASEAN Centre for Energy (ACE). AGEP II is based at ACE office in Jakarta and the overall objective of the AGEP II is to strengthen ACE in its role as a regional centre of excellence for sustainable energy through various measures such as:
- Supports ACE to provide innovative services to promote sustainable energy
- Improves collection and digital processing of socio-economic and energy-specific data
- Implements activities related to ACE organisational development
GIZ is seeking one qualified Indonesian candidate for the following position: Capacity Development Advisor
General Responsibilities, but is not limited to:
- Manage, prepare, implement and follow up activities in related to Capacity Development under AGEP II in close coordination with the Team Leader of AGEP II and ACE
- Supporting in pooling information gathered and lessons learned to be used to develop the capacity development strategy to enhance the capacities of the Project’s counterpart and stakeholders
- Draft, evaluate, analyse and develop recommendations on long-term capacity and institutional development business plan as part of the objective AGEP II to strengthen role of ACE as the regional centre of excellence on sustainable energy;
- Develop internal training plan in discussion with ACE;
- Assist and provide recommendation on capacity development policy, technology and data in regional and national context;
- Communicate with partners and relevant actors in ASEAN Member States as well as with other regional and international cooperation partners;
- Liaise with ASEAN Centre for Energy (ACE) and develop close working-level connections.
Tasks
Managing Capacity Development related matters for AGEP II
Project Implementation and Related Activities
- Assist Team Leader of AGEP II in the implementation of AGEP II Plan of Operation (POP), activities and indicators
- Support Team Leader of AGEP II in general project management activities i.e. project planning, concept development and preparation, implementation of the concept, impact monitoring and project progress review.
- Support Team Leader of AGEP II in project reporting tasks, including but not limited to: semi-annual and annual reports to project partner as well as data and materials for reporting to project donor
- Assist Team Leader of AGEP II and other advisors in monitoring tasks, including but not limited to: activity monitoring, result-based monitoring and GIZ results data
- Support in the organisation, preparation and implementation of events i.e. Focus Group Discussions (FGD), workshops, training, seminars, etc. in coordination with ACE, partners and stakeholders
- Coordinate the development of capacity development strategy for ACE within the scope of AGEP II project
- Conduct research and collect data related to capacity development for ACE and ASEAN
- Support documentation of capacity development measures and to make it available to target group(s)
- Analyse and develop technical documents and presentations on AGEP II capacity development i.e. concept note, guidelines, terms of reference, training plan, dissemination material
- Cooperate and coordinate with ACE on implementing capacity development strategy
- Support in the organisation, preparation and implementation of events such as focus group discussions, workshops, training, seminars, etc. in coordination with ACE, partners and stakeholders
- Communicates with other GIZ projects and sector network (TUEWAS) in the region for potential collaboration, especially in the field of capacity development
- Liaise with active international organizations/agencies and private sector in the region for potential collaboration, especially in the field of capacity development
- Compile and build database with relevant information for joint activities with other GIZ projects, international organizations/agencies and private sector in the field of capacity development
- Contribute to the overall activities of the team and Project as required
- Carry out any other duties within the scope, spirit and purpose of the job as requested by the line manager
Required qualifications, competences and experience
Qualifications
- Master’s degree in engineering, management, environmental sciences, international relations, project management or relevant fields
Professional experience
- At least 6 years of professional experience similar position or equivalent
- Knowledge on capacity and institutional development will be an advantage
- Knowledge on project management (PMP or similar) will be an added advantage
- Able to demonstrate in-depth overview and understanding of the energy landscape (especially RE and EE) and situation in ASEAN and globally
- Knowledge on energy topic, especially renewable energy/energy efficiency will be an advantage
- Experience working in consultancy company will be a great advantage
- Experience in working on project with international donors, governments, and development institutions is an asset
- Experience in working on ASEAN environment is highly desirable
Other knowledge, additional competences
- Effective communication, presentation and writing skills, both Indonesian and English, to mixed stakeholders
- Proficiency in English language (reading, writing and speaking)
- Good team player with strong interpersonal and organizational skills
- Ability to adapt to an international working environment
- Possess confidence, can-do attitude, and takes initiative proactively
- Excellent command of ICT technologies (related software) and MS – Office (Excel, PowerPoint, Word)
- Willingness to up skill as required by the tasks to be performed – corresponding measures are agreed with management
