Abt Associates - KOMPAK Project Job Vacancy: Data Analyst (e-Budgeting) Technical Advisory Panel - Indonesia

Expression of Interest
We are currently seeking applications from mid-level and expert-level experienced technical professionals across a number of areas for short term consultancies with Data Analyst (e-Budgeting). The purpose of the Data Analyst (e-Budgeting)Technical Advisory Panel is to have pre-screened and qualified technical experts ready for rapid engagement and deployment as required.
Program Overview
KOMPAK is an Australia-Indonesia government partnership supporting the Government of Indonesia’s efforts in reducing poverty through improvements in basic service delivery and creating opportunities for work. KOMPAK focuses its efforts on three result areas:
  1. Supporting Local Governments and Service Units to better address the needs of basic service users;
  2. Supporting the poor and vulnerable to benefit from improved village governance; and
  3. Supporting the poor and vulnerable to benefit from increased opportunities for employment and economic development.
Scope of Works:
  1. Provide technical supports to KOMPAK to help the local governments provide required data to support the implementation of e-budgeting application system;
  2. Provide technical assistance to KOMPAK to verify and structure the main data required as materials for developing local government e-budgeting application;
  3. Provide technical supports to KOMPAK to conduct analysis on the data and relations between the data available in the e-budgeting application system;
  4. Provide technical assistance to KOMPAK to support the local governments develop required unit prices in their budgeting systems.
Key Selection Criterias:
  1. Minimum BA in engineering, mathematics, statistics or other relevant fields;
  2. Demonstrate experience minimum 8 years on data analysis particularly data analysis related to local government budgeting;
  3. Have better understanding and knowledge on policies and data related to local government budgeting;
  4. Have strong knowledge on unit price related to local government budgeting;
  5. Have strong familiarity with local government e-budgeting application system;
  6. Understanding of gender equality and social inclusion issues. 
Key Information
Applicants identified as suitable will be contacted and a series of due diligence activities will be completed. Once all due diligence has been completed to a satisfactory standard, communications will be issued formalising appointment to the panel.
When appropriate consulting opportunities arise, panel members will be contacted and engaged. It is important to note that appointment to the panel does not constitute as a commitment of engagement.
Applicants may be either consultants operating as sole traders or incorporated entities.
