FISHERIES DATABASE SPECIALIST

The Fisheries Program Database Specialist provides a full range of data management support for the Indonesia Fisheries Program. S/he is responsible in maintain and develop I-Fish Community Database, ensure that data uploaded in the system can be used for the benefit of fisheries stock study, monitor and manage the operation of the vessel tracking system (SPOT Trace) and ensure an active tracking system. S/he is responsible for maintaining and tracking the data from the traceability system and ensure it connects to I-Fish. The Specialist is responsible to monitor the technical operation of the fish traceability system deployed by the program. The specialist must have advanced knowledge of both the database and traceability systems.

The Fisheries Database Specialist is based in the Bali field office & will report to the Sustainable Fisheries Program Director.

Qualifications:
  • MS or BS degree and certification in related field and 5 years related experience, or equivalent combination of education and experience
  • Supervisory experience, including motivating, leading, setting objectives and managing performance
  • Experience in designing and maintaining a database to meet organizational needs
  • Experience managing and supervising a team or department and administering a budget
  • Experience training individuals and groups (if required)
  • Fundraising experience
  • Experience using applications such as Microsoft Word, Excel, and Web Browsers
  • Experience interpreting image analysis, complex spatial analysis, data modeling and landscape scenario analysis
  • Ability to operate Linux (Linode), JavaScript program, PostgreSQL, R and Latex
  • Experience in generating reports and analyzing and interpreting the data
  • Experience in managing and implementing multiple projects
  • Experience with current technology in a relevant field; and
  • Experience working with cross-functional teams
ACCOUNTING & OPERATIONS MANAGER

The Accounting and Operations Manager is responsible to direct the accounting activities which include consolidating financial transactions from all offices, analyzing and interpreting financial data, in accordance with YKAN & TNC policies and procedures, and best practices in financial/organization management. S/he leads and works closely with external auditors to prepare the yearly statutory accounts. S/he also responsible for the tax administration and reporting. In additions, S/he conducts regular internal audit to site offices and work closely with the external auditor to prepare statutory account for YKAN. S/he also provides overall direction/leadership for all activities related to office management, central services, mailroom operations, central filing, telephone/public reception, events management, and formalities/licenses processing for Jakarta Office.

The Accounting and Operations Manager’s time allocation is as follows:

Direct accounting activities (50%)
  • Develop, maintain and implement accounting process, system and procedures
  • Responsible for preparing or reviewing general ledger transactions to ensure accuracy and compliance of YKAN & TNC financial reports, including GL reconciliation, journal adjustments and taking care of other requirements from WO relating to GL transactions
  • Ensure sending of timely and accurate monthly consolidated financial reports including bank reconciliations to WO
  • Provide valid, relevant and accurate financial and operating information on a timely basis to support the Finance and Operations Director in setting the goals, decision making and control the performance of YKAN
  • Facilitate financial monitoring of expenses from all site offices and assist the Finance and Operations Director in preparing financial overview
  • Serve as a liaison between the Jakarta office and all site offices to ensure compliance with internal and external financial, accounting and administrative policies and procedures
  • Provide batch coding for data input into BBCRM for in-country fundraising, and ensures that domestic revenues are recorded and reconciled timely
  • Provide weekly update on incoming of domestic fundraising
Internal Audit and Statutory Account (10%)
  • Conduct regular visits to carry mini audit in all site offices, review accounting process, system and procedures and ensure that we fully adhere to YKAN’s standard policies and procedures, donor intent and requirements and government regulations
  • Leads and works closely with the external auditor to prepare the yearly statutory accounts
  • Develop propose an improvement of the process, system and procedures of any part of the system for which s/he believes could bring to a better improved internal control of YKAN
  • Serve as the liaison between the Audit Team of WO and YKAN units to ensure smooth audit process and ensures compliance with internal and external financial, accounting, and administrative policies and procedures
  • Work closely with the tax consultant on taxation issues
  • Verify and monitor to make sure that we fully comply with all Indonesia tax rules
Operations/General Administration (40%)
  • Provide overall direction/ leadership for all activities as relates to office management (including but not limited to central administrative processes (facility management, telecommunications, general maintenance/repairs, central services, mailroom operations, central filing, telephone/public reception and/or printing), events management, formalities/licenses processing (expatriate permits, travel permits, etc.)
  • Ensure that the safety plan within the working environment is well implemented
  • The time allocation is flexible and is subject to organization goals.
The Accounting and Operations Manager reports to the Deputy Director of Finance and Operations and is based in Jakarta, Indonesia.

Qualifications:
  • Bachelor's Degree in Finance, Accounting, Business Administration or related field and 4 years' related experience or equivalent combination.

  • Experience with relational databases
  • Technical experience with grants award accounting issues
  • Experience, coursework or other training with applicable U.S. Federal government circulars (OMB Circulars A-110, A-122, and A-133), state and local regulations, and standard contract clauses
  • Experience using accounting and financial reporting systems
  • Experience with government regulations related to grants and contracts
  • Professional certification as a CPA or CIA, or a candidate for the same.
