The USAID Indonesia Urban Water, Sanitation and Hygiene, Penyehatan Lingkungan Untuk Semua (IUWASH PLUS) program is a five-and-a-half-year initiative designed to assist the Government of Indonesia (GOI) in increasing access to water supply and sanitation services as well as improving key hygiene behaviors among urban poor and vulnerable populations. USAID IUWASH PLUS works with governmental agencies, the private sector, NGOs, communities and others to achieve the following "high level" results:
- An increase of 1,100,000 people in urban areas with access to improved water supply service quality, of which at least 500,000 are from the poorest 40% of the population (also referred to as the “Bottom 40%” or “B40”), vulnerable groups or Indonesia’s eastern provinces; and
- An increase of 500,000 people in urban areas with access to safely managed sanitation.
To ensure that improvements in access to WASH services are sustained, USAID IUWASH PLUS is guided by a development hypothesis that focuses on strengthening service delivery systems, so they can more effectively reach the poorest and most vulnerable segments of the population. In order to achieve this at scale, the program undertakes activities through four interrelated components, including: 1) improving household WASH services; 2) strengthening city WASH institutional performance; 3) strengthening the WASH financing environment; and 4) advancing national WASH advocacy, coordination and communication. In support of these components, USAID IUWASH PLUS also implements a Local Sustainability and Innovation Component (LSIC) that is designed to stimulate WASH innovations that strengthen community, private sector and government WASH service provision.
To achieve these outcomes IUWASH-PLUS is looking for a short term consultant to fill the position of Development of Standard Operational Procedures Administration for Domestic Wastewater Management based in Jakarta (JOB CODE : ADWM-JKT/STTA)
Objective
To support the implementation of domestic wastewater management, there is a need for standard operating procedures. The standard operating procedures is a series of written instructions that are standardization regarding the process of administering the tasks of the management institution.
In addition to reducing the level of errors and omissions that may be carried out by the executor in carrying out the task, as well as increasing the efficiency and effectiveness of the implementation of the duties and responsibilities of individual managers and the entire organization. The scope or work was prepared to review and develop a guideline of standard operational procedures administrative compilation through technical assistance in the UPT of Domestic Wastewater Management at the Public Work and Spatial Planning Services in Kabupaten Bogor and Kota Depok.
The Main objectives of the service provider are as follows:
- Strengthening domestic wastewater management staff in preparing, assessing, developing and integrating operational standard operational procedures.
- Develop technical of standard operational procedures of wastewater management for UPT PALD Kabupaten Bogor and UPT PALD Kota Depok.
- To review and develop template for establishing administration of standard operational procedures
Responsibilities:
The service provider will be responsible for conducting review and developing guidelines for the preparation of operational standards for domestic wastewater management procedures through a series of activities as follows:
- Preparation:
- Collaboration with Technical Specialist conduct desk review the guidelines of domestic wastewater management SOPs
- Assess current operation of IPLT, and preparation.
- Need assessment:
- Collaboration with Technical Specialist to facilitate stakeholders meeting to discuss the need assessment for develop administration SOPs of domestic wastewater management.
- Develop standard operating procedures Administration:
- Collected information and identification alternatives administration SOPs of domestic wastewater management
- Technical Assistance to established the administration SOPs of domestic wastewater management
- Testing and review draft administration SOPs of domestic wastewater management.
- Approval administration SOPs of domestic wastewater management by Head of Dinas
- Implementation SOP:
- Conduct on the jobs training of administration SOPs for operating staff of sludge truck and IPLT
- Develop the template of established SOPs (technical and administration).
The activity will expect to generate the following deliverables/outputs:
- UPT PALD Kabupaten Bogor and UPT PALD Kota Depok have administration SOPs of domestic wastewater management (IPLT).
- Staff UPT PALD have understanding the importance of administration SOPs of domestic wastewater management.
- A viability the template of SOPs for domestic wastewater management (IPLT).
- Input for SOPs who has develop by Minister for Public Works and Human Settlements.
- Availability of a set of SOPs covering the management of domestic wastewater from various aspects
The consultant will work out of the IUWASH PLUS office in Jakarta and report directly to the Primary Supervisor set forth above. When travel is required, associated costs (for airfare, local transport, accommodation, per diem, etc.) will be financed directly by USAID IUWASH PLUS and in accordance with project-level practice and regulations.
Minimum Qualifications
- Have a minimum of 5 years work experiences
- At least Bachelor (S1) background in Management Administration/related to Domestic Wastewater Management disciplines.
- Experienced in providing assistance:
- Prepare and facilitate the preparation of operational standard procedures (SOP) administrative for the management of domestic wastewater
- Giving on the job training about Administrative SOP to Waste Water Management Unit (UPT PALD) Team
- Develop / revise existing guidelines for preparing SOPs
- Compile reports on the implementation of assistance.
