Manokwari Policy and GIS Senior Officer (Mn PGS_SO)
To implement the IKI project, the CI is inviting enthusiast and high qualified Policy Senior Officer. The position will support Senior Project Manager for Peatland and Mangrove (PME) and the IKI Project Manager for West Papua in developing sub-national policy on Peatland and Mangrove. Specifically, the candidate will support spatial and remotes sensing analysis as basis for policy development. The candidate must have knowledge on the spatial and forestry policies and also have capacity in developing multi-criteria decision analysis. In addition to both managers, the policy senior officer will work closely with GIS and Spatial Planning Coordinator, Jakarta Policy Coordinator, and Senior Advisor for Terrestrial Program.

Key Responsibility:
Field data collection and policy analyst;
- Assisting the national and sub national policy analysis particularity related with PME, forest management, and PME protection
- Assisting and maintaining the development of spatial data set and policy database
- Provide technical support and participate in field surveys such as forest assessment, and social economic surveys;
- Maintain associated metadata for all datasets and contact/procurement information for the relevant data providers including government agencies, civil society organizations, sub-contractors and grantees;
- Supporting assessment for quality and check data collected or provided by sub-contractors and grantees; and
- Work with GIS coordinator to update and organize all GIS or Remote sensing data according to ISO standards.
- Supporting monitoring, evaluation and reporting specialist in preparing project reports.
- Assisting the design for forest assessment on the PME areas and FMU base maps/information for analysis and spatial planning;
- Assisting the spatial and remote sensing analysis such as watershed, forest assets, and social economic situation that will be informed in the policy development
- Presenting the analysis and mapping works that has been conducted to related stakeholders (including NGO and other partners) in province, district and community levels, as needed; and
- Support training and capacity building assist the development training design for related stakeholders
- Assist the developing training module for policy development and spatial analysist
- Assist to conduct forum workshops related to spatial planning and remote sensing analysis aspects;
- Min 2 years’ working experience on conservation, spatial land use planning, natural resources management, or environmental planning in the use of GIS/RS..
- Has knowledge of landscape analysis and geographic information issues (e.g. projection, datum, data conversion, etc.) and data management standards.
- Familiar use of GIS software (i.e. ArcGIS, QGIS, ERDAS, IDRISI, etc.), including both vector and raster formats and spatial analysis methods. Experienced in cartography and map presentation design.
- Experience with Ms-EXCEL, Ms-ACCESS and graphic software would be an advantage.
- Good networking skills and knowledge on international and national NGOs in Indonesia.
- Good communication skills both in English and Bahasa Indonesia (reading, writing, oral and presentation).
- Experience with working in multi-disciplinary and multi-cultural teams, field surveys and ground checking for at least two years.
- Strong organizational skills
- The preferred candidate will be self-motivated, team-oriented and able to meet project deadlines often under difficult circumstances.
