GIS and Spatial Planning Coordinator (GSP_C)

The International Climate Initiative (IKI) is a grant facility established with financial support from the Federal Ministry for the Environment, Nature Conservation and Nuclear Safety, German Government.  Conservation International Indonesia (CII) is the initial implementing partners on the IKI program.

The IKI program is using a diversity of investments and innovative approaches to effectively reduce pressure on remaining peatland and mangrove ecosystems while providing for economic opportunities, livelihoods and income generation for local people in a sustainable manner. The IKI vision of a Sustainable Landscape in general is one which includes the following attributes:

• Emissions from deforestation, degradation, peat and mangrove systems reduced;
• Natural capital, including biodiversity, maintained;
• Local livelihoods and income enhanced; and
• Benefits shared equitably

This position will perform an important role in dealing with spatial planning for the peatland & mangrove ecosystems including the landscapes at various scales – provincial, district and village. This could involve remote sensing and GIS analysis at the macro level (provincial), at the mezzo level (district) while in the micro level using participatory resource analysis and drone assessment at the village.

Key Responsibility:

Develop GIS Geodatabase, maintain and update the spatial information database system within CI Indonesia.

• Liaise with various government departments and stakeholders in private sector or civil society to maintain and update the database with latest data on regular basis.
• Initiate and complete the digitization for a range of mapping inputs as per program needs.
• Assist field personnel in the capturing information spatially and maintaining the spatial database system as required by the field projects.
• Organize and arrange GIS and Remote sensing data into a spatial database system using ISO standards.
• Maintain associated metadata for all datasets and contact/procurement information for the relevant data providers including government agencies, civil society organizations, sub-contractors and grantees.
• Assess and quality check data collected and provided by sub-contractors and grantees

Perform GIS and remote sensing analysis to inform decision makers on spatial planning at various scale

• Provide high quality interpretation of satellite imagery by utilizing precise standard methods in order to produce high quality maps (i.e. land-cover, forest change, carbon, etc.).
• Prepare data for analysis and provide high quality interpretation using advanced spatial analysis and remote sensing techniques.
• Presenting the analysis and mapping works that has been conducted to related stakeholders in district and community levels as needed.
• Prepare all background analysis and base maps/information needed for public consultations participatory mapping.

Provide training and capacity building for IKI partners, district stakeholders and CI-I field staff.

• Provide training related to GIS, remote sensing and mapping.
• Prepare standard operation procedures (SOP) for data collection, analysis and spatial database maintenance.
• Prepare training materials related to GIS and remote sensing and conduct training activities as needed at the national, provincial and district levels.
• Train relevant stakeholders in best practices of spatial planning including RTRW at province or district level
• Build capacity of civil society organizations and community member to conduct participatory mapping at the village to community level to best align with district RDTR.

Support monitoring, reporting and proposals development

• Provide technical inputs on GIS and remote sensing for project monitoring and evaluation.
• Provide technical inputs on the concepts and strategies related to spatial aspects in the development of proposals.
• Develop high quality maps (JPEG or printout) for proposals, reports, presentations and other communication materials.

QUALIFICATIONS

• Min S1 (BSc) or preferably S2 (MSc) with relevant experience on conservation, landscape analysis, spatial land use planning, natural resources management, or environmental planning with at least 4 years work experience in the use of GIS/RS.
• In-depth knowledge of landscape and geographic information issues (e.g. projection, datum, data conversion etc.) and data management standards.
• Expert user of GIS software (i.e. ArcGIS, QGIS, ERDAS Imagine, IDRISI), including both vector and raster formats and spatial analysis methods..  Experienced in cartography and map presentation design.
• Experience with MS-ACCESS and graphic software would be an advantage.
• Good networking skills and knowledge on international and national NGOs in Indonesia.
• Excellent communication skills both in English and Bahasa Indonesia (reading, writing, oral and presentation).
• Experience with working in multi-disciplinary and multi-cultural teams, field surveys and ground checking for at least two years.

Strong organizational skills

• The preferred candidate will be self-motivated, team-oriented and able to meet project deadlines often under difficult circumstances
