Title: Consultant for Project Management Cycle and Theory of Change training

Background
Citizen Engagement in Open Contracting Programme is a Strategic Partnership programme funded by Dutch Ministry of Foreign Affairs (MFA) with the aim to improve public procurement through making contracting process more open and transparent.
The programme expects key institutional changes as follows: 1) Government articulates clear policies mandating proactive disclosure of documents and data related to the planning, procurement, and implementation of public contracts; and information is published in understandable, open, reusable formats; 2) Government consults non-state actors in the planning of public contracts; invites non- state actors to observe and give feedback on public procurement; and acts upon third party monitoring reports of contract performance. 3) Civil Society, Media, and Private Sector organizations have the capacity to become effective infomediaries and understand and analyze open contracting information and data to give credible feedback to government and oversight authorities without fear of reprisals. And, 4) Government (Oversight Authorities) is acting upon public feedback to hold decision makers and contractors to account for any irregularities.
In advocating for the Citizen Engagement in Open Contracting programme Hivos is using Theory of Change (ToC ) in its implementation. The ToC is carried out not only at the national level but also at subnational level with its partners in 3 different cities/regencies in Indonesia in 2019 for better access to information for open contracting in education, health, and extractive industries sector. Hivos partners who are involved in the programme required a capacity development on project management cycle with Theory of Change approach.
At the same time, Hivos Open Contracting also co-finance a project for subnational implementation together with the European Union. The E U, however, does not use ToC as a part of their program framework and use a logical framework instead. Different approaches between ToC and LogF rame as well as different monitoring and evaluation framework might bring confusion for partners in carrying out their project management duties. Hivos aims to provide a training focusing on project management cycle with Theory of C hange to allow partners for a better understanding on the difference between ToC and Log Frame.

The consultant will prepare a module /training plan consists of Project Management Cycle and Theory of Change approach. The training will discuss specific topics on:

We are seeking an Indonesian person with the following qualities:
- Have at least 5 experience in delivering training on project management cycle.
- Have in-depth knowledge of governance, accountability, and public participation for better
- Public service delivery.
- Strong experience in Theory of Change and Logical Framework approach.
- Good command of English.
- Ability to demonstrate strong values on humanity.
The training will be delivered in July 2019.
