Humanity & Inclusion (HI) is an independent and impartial aid organization working in situations of poverty and exclusion, conflict and disaster. We work alongside people with disabilities and vulnerable populations, taking action and bearing witness in order to respond to their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights. Humanity & Inclusion is the operating name of the Handicap International Federation.

Humanity & Inclusion (HI) has been present in Indonesia since January 2005, when it provided an immediate response to the needs of the earthquake and tsunami victims in Aceh province. Progressively shifting towards a development approach, HI is currently working in two provinces of Indonesia: Yogyakarta and Nusa Tenggara Timur provinces. In addition, the program worked in Timor-Leste during 2012-2018. The country office is currently based in Yogyakarta city, with the possibility to transfer it to Jakarta by the end of 2019 where the key staff will be based.

HI has been operating in the Philippines since 1985, implementing emergency and development actions aimed at improving protection, quality of life, and the promotion of rights of vulnerable individuals, their families, and communities in different locations throughout the country. HI is working from offices in Makati, Davao City, and Roxas City, in collaboration with government, international, and local partners.

From January 1, 2017, the Indonesia and Timor-Leste program and the Philippines program merged to form the PINT (Philippines, Indonesia & Timor-Leste) regional program, while the operations in Timor-Leste ceased by the end of 2018. Humanity & Inclusion is the operational name of the Handicap International Federation.

The Partnership, Emergency & DRR Technical Advisor contributes within the PIN program (Philippines and Indonesia) to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion. He/she ensures optimal quality and impact of the projects, in terms of partnership strategy, context on emergency response and DRR, are implemented in both countries; Indonesia & Philippines, through a delegation system with appropriate control mechanisms. He/she shares with all HI managers the responsibility of a sound management and successful functioning of the global organization, through paradigm changes.

In order to implement the project goal, HI is currently looking for a technical advisor for partnership, emergency and DRR for its office in Yogyakarta. The detail is as follows:

Position Title: Partnership, Emergency, and DRR Technical Advisor (PEDRR-TA)

Location: Yogyakarta with possibility to transfer to Jakarta


Closing date: rolling (this position will be filled as soon as the suitable candidate is identified)

Basic Salary Range: 10.1 –11.1 million IDR depending on objective weighting of the candidate’s profile and non-negotiable.

The successful candidate is expected to start as soon as possible in June 2019.

TASKS/RESPONSIBILITIES:
Under the line management of the Operational Coordinator, the post holder will ensure the compliance of the partnership strategy of the HI PIN (Indonesia & Philippines) program and HI as a whole. The post holder will also be the emergency focal point, who during emergency situations will have to design and launch emergency projects on the field according to the defined Emergency Strategy. The Technical Adviser will be the guarantor of best practices and in a position to provide technical significant support to the team in the PIN Program. The tasks, among other things, are:
  • Contributes to the regional strategies in line with the global strategies for partnership, emergency or DRR. Provides sectorial technical inputs to the STRATOPs of the PIN Program under his/her scope and in partnership, emergency & DRR sectors, in line with the global STRETCH and ensure relevant follow up
  • Contribute to the local external prestige and influence of HI’s expertise in partnership, emergency & DRR sectors
  • Ensure the development of major opportunities or new projects in the region under partnership, emergency & DRR sectors
  • Supports human resources development and ensures the implementation of the strategic capacity-building plan,
  • Upon request of the line manager, carry out specific tasks that can contribute to the achievement of the main objectives described in this job description
DUTY STATION: Partnership, Emergency DRR TA will be based in Yogyakarta with the possibility to transfer to Jakarta

KNOWLEDGE REQUIREMENTS:
  • Bachelor Degree in social science
  • Minimum 1-year practical experience as a technical advisor or MEAL unit
  • Minimum 5 years of professional experience in nonprofit
  • The different schools of thought and explanatory models of disability and the application of certain tools
  • International human rights frameworks
  • The technical issues concerning emergency and DRR, and the stakeholders and professionals in his/her/her service sector
DESIRED:
  • Master Degree in social science
  • 3 years of practical experience as a technical advisor or MEAL unit
  • Frameworks and mechanisms of international development cooperation and humanitarian assistance
  • Strategies for fighting exclusion and discrimination
  • The technical issues concerning partnership
Miscellaneous:
  • Licensed and willing to ride a motorbike for work purpose
  • Local recruitment – there is no financial support for mobility for non-resident applicants out of Yogyakarta
  • The initial contract will be for a maximum of 1 year with a possibility for renewal.
