Research Assistant for Midterm Evaluation of USAID/Indonesia’s IUWASH Plus Program

Project Summary:
The USAID/Indonesia Monitoring and Evaluation Support Project (MESP) is designed to improve the functioning and utility of USAID Mission Performance Monitoring, Evaluation and Project Planning and Design systems through a combination of targeted direct M&E implementation, expert technical assistance, formal training, and knowledge sharing and M&E collaboration support. Under MESP, MSI has been asked to conduct IUWASH Plus Midterm Performance Evaluation.
Position Summary:
MSI is seeking a qualified Research Assistant for IUWASH Plus Midterm Evaluation in Indonesia. The purpose of this evaluation are to: (1) validate of existing monitoring tools utilized over the first phase of the project to determine if they require course correction in the remaining years of the project; (2) assess of IUWASH PLUS’s contribution to achievement of GOI’s target of universal access (100-0-100) by 2019 and Sustainable Development Goal (SDG) 6 -- Water and Sanitation for All by 2030; and (3) identify key factors necessary to sustain and scale-up IUWASH PLUS approaches beyond the project period.
The Research Assistant will serve as the Review Team Members and work under the leadership of the Team Leader and MSI for the upcoming IUWASH Plus Midterm Evaluation. The review will begin on or about March 11, 2019 and finish by the Mid of June 2019. The anticipated level of effort for the research assistant is 40 days

Responsibilities:
- Participate in the initial Team Planning Meeting in Jakarta.
- Contribute to the development and design of the midterm evaluation, including data collection and workplan
- Assist the evaluation team in conducting primarily as well as the secondary data collection, including library research, semi-structured interviews, and other project specific data collection methodology
- Assist the evaluation team in data processing and analysis, and maintaining records of data collection activities
- Provide assistance regarding neccessary field work and background research to the evaluation team
- Takes notes and recording of every meeting and data gathering sessions, including interviews and group discussions
- Provide administrative arrangements for the fieldwork of the evaluation team
- Arrange meeting space and other logistic neccessary for the evaluation team in data collection and field work
- Other task, as assigned by the team leader and MSI
- Bachelor’s degree in relevant field
- At least 3 years of professional experience conducting research, assessments, or evaluations
- Familiarity and experience with WASH issues in Indonesia is an advantage
- Excellent skills in MS Office, including Excel and PowerPoint
- Excellent interpersonal and organizational skills
- Strong attention to detail and ability to follow organization’s regulation and supervisor instructions
- Ability to take initiative and complete work within tight deadlines
- Excellent interpersonal and organizational skills
- Fluent in written and spoken Indonesian; English fluency is an advantage
