Assessment of Gender and Social Inclusion
of Coffee Farmers in Flores, Nusa Tenggara Timur

New Coffee Future ProgrammeSNV promoted increasing farmer knowledge of agricultural practices, quality management and improved marketing. Linking farmer groups to businesses is a proven strategy. The formation of such links through SNV's "Inclusive Business" concept can have significant results as commercial entities see the advantage of investing in the supply chain and small scale producers. Furthermore, SNV focused on strengthening capacities of local farmer Organization, assisting in the organizational and financial management. In the intervention, these activities will be concentrated to improve one selected farmer organization in all aspects needed to establish sustainable production and improved marketing.

In collaboration with local organisation, SNV Indonesia has supported local farmer based organisation in Ruteng, Flores. The intervention focused on improving and promoting the coffee of eastern Indonesia with the aim to fully build the organisation's capacity as a self-sustaining technical support unit and as a financially viable institution.

At the farm level, the project has helped coffee farmers in Flores to overcome many previous poor practices that were limiting their economic potential, including old coffee trees, poor crop maintenance, lack of crop diversity to diversify income, and lack of post-harvest activities to increase value. These improved practices have also helped farmers get better productivity from existing plantation land, and thus reduce the need for expansion into forest areas.

However, on an organizational and enabling environment level some key challenges still remain that are preventing men and women coffee farmers from securing the full economic benefits of their participation in the value chain. The participation and role of women and youth are still limited in the existing trainings, as well as in the management of farmer organizations. Both have a huge potential to take on more leadership, especially given their important role in the household economy.

Therefore, it is important for SNV to have initial assessment of existing farmer group and cooperative social dynamics, including women's voice, leadership, and access to resources; other forms of social exclusion based on income, background, social status, disability, etc. and development of recommendations.

Scope of WorkThe assessment will focus on identified issues of gender and social inclusion in coffee value chain in Manggarai, Flores. In agriculture projects, gender equality and social inclusion (GESI) initiatives are focused on increasing agriculture productivity and incomes of women, the poor, and those who are otherwise excluded. Therefore, to identifying at least one objective to contribute for each thematic priority, the GESI analysis should at a minimum meet the following criteria:

Women and youth empowermentThe ability for women and youth to participate equally in society at the household, coffee production system and institution such as existing cooperative or farmer group

Legal and human rights frameworkProtection and full enjoyment of all human rights by people (i.e. inheritance, land tenure, status, marriage, labour laws, violence - especially gender based violence, traditional vs civil law, etc.)

Socio-economic situationSocial gap that will affect coffee producers such as distribution of labour, access to resources, access to employment, income, ownership, leadership and decision-making, disability, health - including sexual & reproductive health, and livelihood system.

Socio-cultural contextEthnic and tribal groups, family structure (in particular female-headed households), children (in particular girls), youth, migrant labour, food security, traditional laws. Ethnic/tribal discrepancies of particular importance must be considered.

Government, civil society (in particular women's organisations), and private sector response.For each of the subtitles above, the consultant shall provide information and analysis of what is currently being done for promotion of gender equality and social inclusion in the targeted location, the shortcomings and main challenges to be addressed.

Methodology and Approach
To initiate the assessment, SNV is looking for a consultant of Gender and Social Inclusion to carry out the following activities and deliver the below services. He/she will conduct two-step processes for the GESI assessment:

  • Desk review based on secondary information on GESI issues. These reviews provide preliminary conclusions on the main gender and social inclusion related issues in the sub-programme. This first analysis will narrow down the additional issues to be assessed in the field.
  • GESI assessments in the targeted locations through quantitative and qualitative research including interviews, guided by the questions identified after the analysis and informed by the above GESI framework. The additional fieldwork and analysis taken up will provide location-specific findings on gender and social inclusion. The detailed analyses underpinning the recommendations will be presented in annexes to the main report.
DeliverablesThe expected deliverable from the selected consultants will be the assessment report (in English), including the detailed analysis and assessment protocol, as well as assessment questions and detailed methodology.

Timeframe
The research will start from 08 June 2018 and is expected to be completed by 31 July 2018.

Reporting
Consultants will report to Sector Leader Agriculture and will work closely with the project implementation team.

Qualifications
Consultant should be experienced professionals with minimum 5 years' experience in GESI assessment in Indonesia. Specific experience in GESI assessment within Agriculture context is an added value.


The consultants must be fluent in Bahasa Indonesia and able to write report in English.
