ARK Group DMCC Job Vacancy: Chief of Party, Jakarta - Indonesian

RESPONSIBILITIES:
  • Oversee the overall implementation of the project in consultation with ARK senior management, ensuring objectives are met within the required timeframe and budget, in accordance with USAID’s requirements and international best practice.
  • Provide technical direction, leadership, and oversight of all administrative matters.
  • Ensure all contracted periodic reports are completed on time, to a high quality and in accordance with donor requirements.
  • Working with the M&E team and project officers, oversee project monitoring and evaluation against overall goals, specific objectives and contracted deliverables.
  • Oversee implementation of ARK security protocols and provide leadership in handling security-related issues.
  • Liaise and coordinate across ARK project teams, headquarters and country offices to encourage sharing of knowledge and resources and effective programme synergies.
  • Ensure that senior management team are fully briefed and cognisant of the portfolio, including key successes, obstacles and opportunities for growth.
  • Cultivate and strengthen ARK’s strategic partnership with any relevant actors and identify other regional actors for potential new business opportunities.
  • Manage project team in a manner that is open and respectful and encourages professional development, and solicits constructive staff input.
REQUIREMENTS:
  • Minimum of first degree, Master’s degree desirable.
  • 10 years professional experience, preferably in a conflict- or post-conflict environment, or 5 years if applicant holds a relevant Master’s degree.
  • A minimum of 5 years in a project or programme management role in complex operating environments, including remote management.
  • Proven leadership qualities, management skills and significant relevant supervising staff.
  • Demonstrated experience in project cycle management, planning, project-level monitoring and evaluation, budgeting, conflict management as well as active management of diverse teams and cultures.
  • Proven planning, assessment and analytical skills.
  • Proven report writing skills, supported by a high level of attention to detail and the ability to compile comprehensive reports for donors.
  • IT literacy essential – MS Word, Excel, PowerPoint, Project.
  • Excellent English language written and oral skills.
  • Demonstrated knowledge of integrating a gender perspective in the key delivery areas of the proposed activity.
DESIRABLE QUALIFICATIONS:
  • Knowledge of the current social-political and economic situation in Indonesia.
  • Experience in project implementation in areas of P-VE/C-VE, social cohesion, community resilience, reintegration, civic education.
  • Previous experience working with youth and migrant workers.
  • Previous experience working in Southeast Asia or Indonesia.
  • Previous experience working with USAID-funded projects.
  • Demonstrated capability to oversee sub-grant management.
  • Demonstrated ability of liaising with government and non-government counterparts.
  • Expertise in M&E, to provide adequate oversight for implementation of the Monitoring, Evaluation and Learning Plan.
