RTI International - KSI Project Job Vacancy: Human Resources and General Affair Manager, Jakarta

The Knowledge Sector Initiative (KSI) is a joint initiative of the Government of Indonesia and Australia (through the Department of Foreign Affairs and Trade - DFAT) designed as a unique and holistic approach to support Indonesia's stakeholders promote evidence based policy making. In the first phase of KSI, the focus was on building capacity, relationships, networks and systems as key knowledge sector assets for strengthening policy making in Indonesia.

Now entering its second phase (2017-2022), the team will consolidate, mobilize and expand these assets to produce, communicate and utilize quality data and knowledge across Indonesia's policy cycle at both national and subnational levels.  It will also work across a range of DFAT programs in exchanging and amplifying tools and knowledge for policy produced by these programs.

RTI International as the managing contractor for this program is in search of highly qualified and enthusiastic, experienced candidates to fill the position of
Human Resources and General Affair Manager (Jakarta based)
Essential duties and responsibilities:
  • Manage and control an efficient operation of HR services across project and at the same time provide advise HR expertise to KSI management, to ensure undisrupted operation in the project team and support the implementation of the project’s objective. The duties cover:
    • Maintains and enhances the organization's end-to-end human resources by planning, implementing, and evaluating employee relations and human resources policies, programs, and practices.
    • In consultation with senior management, plan and execute staffing strategy (for local national) including coordinate and conduct the selection process until the on-boarding process (induction process, etc..), as well as staff contract management 
    • Manage internal performance management process as planned across organization Act as a ‘Learning Champion’ for the new HR initiative and other knowledge sharing/capacity building activity within the project
    • Assist with the annual salary review process and provide support to HR Regional Office in doing compensation benchmark 
    • Ensure effective personnel management (leave management and timesheet, medical reimbursement, staff data filing) 
    • Handle employee relation matter such as grievance and disciplinary issue 
    • Work closely and provide recommendation to senior management in tackling change management issues as a result of organization dynamic
  • Ensure the compliance and alignment of HR policy and procedures with RTI’s and DFAT’s rules and prerequisite, keep abreast with legal development and advise management on compliance and risk factor, to ensure effective, fair and consistent HR management across the project. The duties cover:
    • Interpret, implement and maintain HR Policies and Project Manuals
    • Provide information whenever needed to staff so they are aware of their employment condition, the application of organization policies and procedures  
  • Manage and control office management and general affairs matter such as office cleanliness and security, availability of functional office equipment and stationeries, office vehicles management   
  • Work with Administrative Officer on maintaining project long-term expatriate visas.
  • Supervise and mentor related team members 
  • Act as one of the project designated Child Protection Officer
  • Represent HR and participate in various KSI’s  internal groups and committees
  • Undertake other tasks as agreed with line manager

Requirements:
Master degree and 6 years of experience or a bachelor degree and 10 years of relevant working experience in national level.

Skills & Abilities:
  • Solid HR experience, highly preferred has performed in managing role, in development-related organization and in around implementation of employment policies and procedures. Experiences working in Australian-funded programs is an advantage.
  • Fully conversant and up-to-date with all aspects of local employment law and HR best practice.
  • Culturally astute, excellent interpersonal, facilitation and communication skills.
  • Demonstrate leadership skill, able to perform in a multi-stakeholders environment and a matrix, compliance-oriented organization.
  • Fluency in English (both oral and written).
