SUTRI NAMA as registered with the UNFCCC aims to tackle challenges of growing urban traffic congestion and increasing urban transport related greenhouse gas emissions by transforming urban transport in Indonesia with a mix of capacity-building and investment measures provided through a national sustainable urban transport programme. SUTRI NAMA will be implemented starting from the year 2017 with support from the NAMA Facility provided through GIZ as the delivery organization.

The new component targets at technical advisory related to the development and start-up of bus rapid transit (BRT) corridors in selected pilot cities of Indonesia. The component will be active both at local and national level in the field of BRT planning, project management support, BRT operations management, public transport funding as well as reform of the private minibus-sector towards participation in operating consortiums. At national level coordination has to be sought between the several relevant line ministries; best-practice examples / project achievements have to be documented, published and promoted for replication.

Responsibilities
- Support of the NAMA-SUTRI program’s initiative to provide professional advice and input to, and to cooperate with, a broad range of target groups particularly in the fields of the elaboration of financial cooperation agreements and funding mechanism development for infrastructure projects between MoT,MoF, Financial Institutions, city administrations and the private sector. Also support of the integrated program component INDOBUS which is aiming to implement BRT-corridors in five selected pilot cities. This component is co-financed by Swiss SECO;
- Active contribution to achieving the program´s results and preparation of deliverables in a timely and qualitative sell satisfactory manner as specified in the program concept;
- Innovation and knowledge management as well as transmission of innovation to a wide range of persons;
- Integration of results and experiences into team efforts and into all relevant groups.
Tasks
- General SUTRI NAMA ProgramAnalyzes and makes recommendations using international best practice in fund management, advanced financial mechanism planning and statistical methods, as well as budgeting and financial analyses;
- Provides guidance and input to program components in cooperation with other professional staff and consultants;
- Develops work plans and budget estimates for program components;
- Prepares and conducts public presentations and materials;
- Prepares training materials and conduct training session on sustainable urban transport themes,financial-related topics and subsidy mechanisms (as per the candidates specific specialization);
- Prepares planning reports involving extensive written and graphical material;
- Gathers and analyzes data and information; prepares transportation planning or financial subsidy mechanism studies and analyses and acts as a resource for data used in the course of the program
- Researches planning literature, news articles etc. to prepare abstracts and bibliographies;
- Assists with planning studies or surveys as a team member or performs portions individually under close supervision;
- Answers inquires and disseminates information regarding topics related to the program;
- Coordinates and serves as support staff for meetings; attends various transportation and financingmeetings as required;
- Develops work plans and program based M+E system for all targeted work in cities, and maintain and update it regularly;
- Links and coordinates program to other related on going projects (other GIZ projects, INDII, CDIA, World Bank etc.)
- Prepares reports.
Tasks specific to Financing System Unit of the program
- Be the “face and voice” (contact person) for the Ministry of Transportation (MoT) and the Ministry of National Development Planning (BAPPENAS), Ministry of Finance (MoF) and other related financial institutions (e.g. PT. SMI, etc) on funding mechanisms for promotion of transport infrastructure development at GIZ Indonesia;
- Give technical advice to MoT, MoF, BAPPENAS and other working groups on funding mechanisms for promotion of transport infrastructure development;
- Link program to ongoing GIZ activities (e.g. TCC, TRANSfer);
- Establishment of a funding mechanism for public transport and TDM projects as follows:
- Assessment of existing and potential mechanisms to increase co-funding of sustainable transport measures substantially;
- Conduction a dialogue and achieving an agreement with financing partners on standard operation procedures for the new funding mechanism of the urban transport program;
- Development of rules and regulations, including the definition of access criteria for co-financing high-quality sustainable urban transport measures (e.g. technical and environmental standards, operation and maintenance plan, up scaling potential);
- Formulation of a financing agreement / basket funding framework for the new mechanism of the urban transport program which can be adapted by other potential donors;
- Pilot testing of the mechanism, analyzing potential adjustment needs and executing necessary adjustments;
- Development and implementation of a fundraising strategy to leverage additional funding from national and international public and private sources;
- In cases when for the above tasks additional external resources will have to be deployed for specialized contributions, the incumbent shall identify those contribution packages, prepare terms of references for third party subcontracts, monitor and evaluate its proper execution and eventually align outputs in the overall context of the program;
- Organize and manage the program tasks to be carried out in Indonesia;
- Regularly report according GIZ regulations;
- Assist preparing missions, workshops, etc.
