Overview
The Indonesia Sustainable Ecosystems Advanced (SEA) Project is a five-year contract that supports the Government of Indonesia to conserve biological diversity and improve the governance of marine resources at local, district, provincial and national levels. By using an ecosystem-based approach to management and engaging key stakeholders, the SEA Project will 1) enhance conservation and sustainable use of marine resources by reforming fisheries management and promoting marine protected areas to enhance fisheries productivity, food and nutrition security, and sustainable livelihoods within the target area; and 2) strengthen the leadership role and capacity of the Ministry of Marine Affairs and Fisheries and local governments to promote conservation and sustainable fishing.

The SEA Project will implement activities in the three provinces —West Papua, North Maluku, and Maluku Provinces—that lie within Indonesia’s Fishery Management Zone WWP-715. This zone was chosen to be the site of the SEA Project because of the area’s high marine biodiversity, status as a national priority area for fisheries, the presence of small island provinces/districts, high rates of extreme poverty and high vulnerability to climate change. The project will also operate at a national scale to support specific activities of the Ministry of Marine Affaires and Fisheries

Background
The objectives of the SEA Project are to:

• Support enhanced conservation and sustainable use of marine resources by reforming fisheries management and promoting marine protected areas to enhance fisheries productivity, food security, and sustainable livelihoods within the target areas.
• Support the strengthening of the leadership role and capacity of the MMAF and local governments to promote conservation and sustainable fishing.

Overall, at the end of five years, USAID assistance through the Project will have improved the conservation and management of Indonesia’s marine biodiversity through increased capacity and the practical application of marine conservation and sustainable fisheries management.  As such, strengthening the capacities of stakeholders becomes the main cross-cutting theme for the project to achieve its objective. The USAID SEA Project will recruit a Capacity Building Specialist to lead the capacity development effort, including institutionalizing of SEA Capacity Building program.

Job Summary
The Capacity Building Specialist is a long term position in USAID SEA Project, that will lead in the design, establishment, and institutionalizing processes for the USAID SEA Project capacity building program. The focus of capacity building  will encompass SEA strategic approaches which include: Ecosystem Approach to Fisheries Management (EAFM), strengthening the management effectiveness of Marine Protected Areas, strengthening the Marine Spatial Planning process, and enhancing the law enforcement effort for better compliance to regulations. The Capacity Building Specialist will also function as a MMAF liaison for the USAID SEA Project ensuring smooth communications and coordination between the Project and Ministry of Marine Affairs and Fisheries.

Tasks
The Capacity Building Specialist will:

• Design, develop, and implement the SEA Project capacity development program based on the four SEA strategic approaches.
• Conduct review and needs assessment of existing national and regional networks to determine gaps in knowledge related to EAFM, MPA Management, Marine Spatial Planning Process, and Law Enforcement issues.
• Develop and implement organizational development plans and training curricula with support from training coordinators of the implementing sub-contractors.
• Mentor and provide on-going personalized support to institutional partners and sub-contractors. 
• Train project staff on best practices and methodologies on organizational capacity assessment, measurement, and development.
• Oversee and provide technical expertise in the integration of gender concerns across all SEA activities, with staff and partners in Jakarta and at the field level.
• Function as a liaison with MMAF technical counterparts including but not limited to directorate, directorate generals, research centers, human resources development centers, and the Planning Bureau, Cooperation Bureau in the MMAF Secretariat Generals, ensuring smooth coordination and communication between USAID SEA Project and MMAF.
• Lead preparation, facilitate, and report all regular planned as well as ad hoc meetings between USAID, USAID SEA Project, and MMAF.
• Report to the Governance and Institutional Development Advisor; supervise Senior Curriculum Specialist and Training and Learning Network Specialist.

Qualifications
Education : University degree in related field. Relevant experience and another university degree may substitute for the degrees mentioned.  Advance degree holder is preferred

Work Experience:

• A minimum 10 years’ experience in capacity development, gender integration, and program management.
• Experience conducting organizational capacity assessments and facilitating focus groups.
• Familiarity with fisheries management and marine conservation is highly desirable.
• Fluent in Bahasa Indonesia and professional proficiency in oral and written English

General:

• Able to work under pressure and tight deadline.
• High degree of adaptability to varied working environments and good interpersonal and teamwork skills.
