Mid-term Evaluation EU-ASEAN Migration and Border Management Programme II:

The Bureau for Institutional Reform and Democracy – BiRD is currently accepting applications for the position of an Expert (Category II):

The Action to be evaluated:
The EU-ASEAN Migration and Border Management Programme II - DCI-ASIE/2015/360-522 (“the Action”) is a 36-months project which Financing Agreement was signed in October 2014. Its main implementation is done through a joint management with INTERPOL which started in June 2015.

The Action aims at supporting ASEAN integration through the implementation of the Master Plan on ASEAN Connectivity, in particular its people to people connectivity (overall objective), by strengthening law enforcement agencies' networks and cooperation at main regional transit hubs; as well as by supporting work on easing visa requirements for ASEAN and non-ASEAN nationals within ASEAN (specific objective).


Purpose of the evaluation:
The main objectives of this evaluation are to provide the relevant services of the European Union, the interested stakeholders with:

  • An overall independent assessment of the past performance of the EU-ASEAN Migration and Border Management Programme II, paying particular attention to its intermediate results measured against its objectives;
  • Key lessons and recommendations in order to improve current (if relevant) and future Actions.
  • In particular, this evaluation will serve as a means to assess the relevance, effectiveness, efficiency, impact, sustainability and visibility of the Action.
Location: Home, Jakarta/Singapore/Philippines/Cambodia

Duration of the assignment: 30 WD

Provisional start of the assignment: 1 November 2017.

Category II Expert

Minimum requirements of the team
  • Master's degree in a relevant discipline (e.g. policing, intelligence and global security) or in its absence, equivalent of at least 10 years in the sector.
  • At least 6 years of professional experience as police officer with majority of service in the area of international police cooperation on institutional capacity-building.
  • Experience in conducting at least 3 programmes/projects evaluation of a similar intervention would be an asset.
  • Excellent reporting and presentation skills.
  • Language skills: Fluency in English both written and oral.
