The RWI office in Jakarta manages bilateral cooperation in Indonesia and regional interventions in Asia. A main current task of the office is to coordinate the implementation of a new regional programme (2017-2021) which focuses on linkages between human rights and environment and climate change, and on human rights and gender equality in the framework of Agenda 2030. The programme will support research, intersectoral synergies, and access to justice in the above fields, approached from the perspectives of RWI's four thematic focus areas: human rights and economic globalisation, inclusive societies, people on the move, and fair and efficient justice.
The programme will be implemented from Jakarta in coordination with other RWI offices and programmes in the region and with a wide range of regional partners and networks, including relevant UN Agencies, CSOs, academic institutions, NHRIs, judicial institutions, and regional bodies such as the AICHR, with which RWI has consultative relationship since 2016.
RWI has been active in Asia since the 1990s and started its first regional programme in 2007. Regional cooperation in Asia has over the last ten years focused on strengthening capacities of NHRIs and academic institutions as actors of change for human rights implementation and promotion in the region. Since 2015 RWI coordinates its regional Asia strategies from Jakarta, starting with a baseline study on juvenile justice in ASEAN which was launched at the ASEAN Secretariat. RWI initiated activities in Indonesia in 1999 and established an office in Jakarta in 2005. Bilateral programmes have focused on supporting the national action plan on human rights with the Directorate General of Human Rights and the compliance with international human rights standards in the prison system of Indonesia in cooperation with the Directorate General of Corrections under the Ministry of Law and Human Rights. The Office currently runs a programme with UNICEF on the implementation of juvenile justice legislation in Indonesia.

Applicants should be Indonesian citizens and available for extensive regional travel. The position is full-time, with start date as soon as possible. The initial contract will be signed for the period of one year, with possible extension.
The Programme Officer's primary responsibilities are to ensure that human rights capacity development programmes of the Raoul Wallenberg Institute are planned, implemented and followed up on so as to achieve expected results and enhance the overall impact, quality and strategic added value of the programmes. The Programme Officer will have an important role in the development of the programme, particularly related to research, forums and engagement under the thematic focus area economic globalisation and human rights, supported by, and contributing to, the thematic team for this area which is central to the new regional programme.
The incumbent will report to the Regional Director of the Jakarta office in Indonesia.

- Plan and implement activities as outlined in approved work plans.
- Develop and monitor programme activities and budgets, ensuring that budgetary resources are efficiently utilised to achieve expected results.
- Regularly assess and monitor programme developments and results.
- Stay informed of relevant geographic/thematic/political developments for the successful implementation of duties and responsibilities of the position.
- Initiate/maintain contact with partners, relevant authorities, organisations and donors.
- Independently prepare narrative reports to analyse the results of activities carried out.
- Assess new programme opportunities within the mandate and concerning the priorities of RWI, and when relevant independently develop proposals for new programmes.
- Develop working methods, tools and strategies for the improvement of programmes.
- Provide support and guidance to programme officers and programme associates for the carrying out of their tasks and responsibilities.
- Coordination of research activities with RWI experts, scholars, offices and partners.
- Conduct relevant research to inform and enhances the quality of programmes.
- Periodic travel to ensure successful implementation and monitoring of duties above.
- The knowledge, experience, skills, abilities and attitudes required for satisfactory job performance
- At least 7 years of documented experience and a proven, successful and progressive track record of independently handling all aspects of programme management in the areas of human rights and development cooperation
- Strong knowledge of international human rights standards and mechanisms, including relevant university degree with preferably specialisation in human rights or related field
- Significant experience from the Asia-Pacific region; and the themes of human rights and environment/climate change, human rights and development/SDGs, economic social and cultural rights, or related fields.
- Strong analytical skills
- Proven skills to work in teams and generate innovative, practical solutions to challenging situations
- Fluency in English with excellent English language writing skills
- Effective communication and interpersonal skills
