Food and Agriculture Organization Job Vacancy: National Coordinators - Jakarta, Indonesian

FAO Indonesia is currently looking for a high qualified candidate to fill in the post of National Coordinators/Advisors for Indonesia to support the implementation of project GCP/RAS/289/GFF - Enabling Transboundary Cooperation for Sustainable Management of the Indonesian Seas. Please refer to the below Term of Reference.

National Coordinators / Advisors for Indonesia

Role: To support the participation of MMAF and MAF in the project and to facilitate coordination with the Regional Coordination Unit (RCU, described below), MMAF and MAF will each establish a National Project Coordination Unit (NPCU).  In Indonesia, MMAF will designate an existing staff member to lead the NPCU (seconded on a part-time basis) as the National Project Coordinator, with support from various technical and administrative staffThe NPCUs will be responsible for oversight of the implementation of the project at national and site levels, in close collaboration with the RCU and relevant national authorities, and they will report to the relevant Ministries and the RCU.

Specifically, he/she will:
  • Assist the RCU to recruit and manage the work of consultants and other experts;
  • Support the RCU in technical administrative, quarterly report, work plan and annual report;
  • Work closely with the RCU to overall technical oversight to the work of the Field Coordinators and Local Experts to implement the project’s work plan in a consistent and coherent manner;
  • Report progress made by the project and provide regular updates to the RCU and national executing agencies.
  • Ensure that all national inputs and processes required for the development of the Transboundary Diagnostic Analysis (TDA), the Strategic Action Programme (SAP) and other activities agreed upon under the GEF project document are adequately prepared and carried out.
  • In consultation with the RCU, identify consultants to undertake national level assignments in accordance with the approved Annual Work Plan, and submit all required documentation to the RCU for their approval and contracting;
  • Support the RCU in monitoring and supervising the work of the above consultants, and as far as possible, ensuring the timely and responsive delivery of contracted outputs;
  • Provide assistance and support to staff of the RCU or regional consultants visiting, or engaged in assignments in, his/her country of responsibility, including preparing itineraries, appointments and assisting with travel and other logistical arrangements;
  • In consultation with the RCU and the national executing agency, determine dates, agendas, budgets and participation for national workshops, and upon approval of these plans by the RCU, undertake the organization and conduct of the workshops;
  • Ensure adequate communication of national activities to all stakeholders, including government, private sector and NGOs, and invite and encourage the participation of stakeholders in national activities and consultations when appropriate;
Requisites:
The National Coordinator / Advisor shall be a senior official or expert in the field of fisheries and/or the marine environment nominated by the national Government and technically cleared by FAO. He/she shall have at least 10 years of demonstrable experience in the scientific and technical fields of fisheries (including aquaculture) and have a sound knowledge of environmental issues affecting coastal and marine resources. He/she shall have strong leadership capabilities, experience with regional fisheries bodies/agencies and possess proven experience in the administration and management of complex programmes, as well as having strong written and oral communication skills in English.

Collaboration:
The National Coordinator shall communicate and/or meet with the Regional Project Coordinator on a regular basis to ensure timely delivery of national inputs and to request assistance to address any problems that may arise during the course of the process, including the identification and recruitment of specialists unavailable within the country. He/she will also collaborate closely with any organization or individual undertaking an approved ISLME regional activity or study which requires action or input.

Duration and Commitment:
The minimum period of appointment of the National Coordinator / Advisor shall be two years with possible extension up to 4 years subject to good evaluation of the performance.
