Pact exists to help create a world where those who are poor and marginalized exercise their voice, build their own solutions, and take ownership of their future. The Indonesia LINKAGES team contributes to realizing this purpose by:
LINKAGES (Linkages across the Continuum of HIV Services for Key Populations Affected by HIV Project) is a five-year cooperative agreement led by FHI 360 and funded by the U.S. President's Emergency Plan for AIDS Relief (PEPFAR). Pact, along with IntraHealth International and the University of North Carolina at Chapel Hill, are partnering with FHI 360 to conduct a range of activities to reduce HIV transmission among key populations, including female sex workers (FSW), Men Who Have Sex With Men (MSM) and People Who Inject Drugs (PWID), and to improve their enrollment and retention in HIV care and treatment. Pact supports the LINKAGES project to strengthen the technical and organizational capacity of CSOs and provide capacity development support through provision of direct technical assistance as well as through South to South mentoring. The project is implemented in Jakarta and Papua.
Position Purpose
Reporting to the Chief of Party and Deputy Chief of Party (or her delegate), the Enabling Environment Officer will be responsible for enabling environment components that consist of advocacy, gender, human rights, stigma discrimination, and community empowerment to support LINKAGES CoPCT cascade framework.

Position Purpose

Key Responsibilities
- Provide support to Chief of Party for all enabling environment components in the project.
- Manage and coordinate enabling environment activities and initiatives.
- To be the liaison officer with partner and stakeholders for any activities in enabling environment component
- Work closely with other technical units to ensure strong linkages and effective processes are in place for integrated programming
- Report regularly to the LINKAGES Chief of Party on progress and status of enabling environment activities in Jakarta and Papua.
- Perform other relevant duties as assigned
- Support research activities including the stakeholder analysis and network analysis
- Contribute to the development of annual work plans and project reports and write activity reports.
- Perform other duties as assigned
- Undergraduate degree in Public Health, Public Policy, Communications, Community Development or other relevant field.
- Minimum of 7 years of experience in successful enabling environment strategy development, implementation and oversight in Indonesia.
- Demonstrated experience in coordinating a multi-partner response, including managing partnerships with USAID, other donors, GoI (i.e. PAC, DAC, clinics), and civil society.
- Experience working in HIV/AIDS programming.
- Demonstrated experience in research, including leading focus group discussions, key informant interviews, surveys, and assessments.
- Fluency in Bahasa and English.
- Ability to travel frequently.
- Experience working with key populations including FSW, PWID, and MSM.
- Demonstrated skills in working with multinational groups and fostering collaborative relationships across multiple organizations.
- Experience in at least three components in enabling environment CoPCT cascade framework
