Starling Resources Job Vacancy: Project Manager - Indonesian Fisheries and Institutions, Bali - Indonesian

Overall Description of Position: Starling Resources is seeking an Associate to take on overall management and communications for a key fisheries-sector project within Starling Resources’ portfolio. Management tasks are expected to include project design, team and deliverable management, project administration and internal communications, monitoring and evaluation, and the meeting of  project timelines and committments.  In addition, the associate will play a key role in external communications and partnerships.  This is expected to include frequent written and in-person communications, both formal and informal, as well as  general relationship development, with partners across national and local government, particularly within the Ministry of Marine Affairs and Fisheries, as well as with private sector, community, academic and other relevant stakeholders. The Associate will work closely with Starling Resources’ team and the staff of key project partners.  The position will be based in Bali with frequent travel to Jakarta and the project site, to be determined.

DUTIES & RESPONSIBILITIES
The Associate’s duties are expected to include (but are not limited to) the following:

  • Overall project management including: team management, timeline and deliverable management, planning and implementation of project activities, and internal project communications
  • Project reporting, monitoring and evaluation to meet internal and client needs and standards
  • Project administration including tracking of staff time, internal administrative protocols, document and database management and related administrative items
  • Collaboration and coordination with key partners within the Ministry of Marine Affairs and Fisheries, local government fisheries departments, and academic and NGO partners
  • Development and management of engagements with private sector, community and local government partners and stakeholders as needed and appropriate
  • General public communications as needed
  • With the project team, lead ongoing project design refinements, including the development of project strategies and activities
  • Other general office administration and related requirements
  • Report directly to Starling Resources’ director
QUALIFICATIONS AND EXPERIENCE
The ideal candidate will possess the following qualifications and experience in order to be considered for the Program Associate position:

  • Indonesian National
  • Master’s degree in business administration, management, policy, natural resource management, community development, economics or a related field
  • Minimum of six years’ professional experience, preferably in natural resource management and conservation, fisheries, economic and sustainable development or other related fields 
  • At least three years’ of experience leading multi-dimensional projects and teams working with partners across sectors
  • Solid experience in the management of people and systems in high-pressure environments
  • Significant experience developing clear and coherent communications strategies for projects
  • Relevant experience working with international organizations, governments and the private sector in Indonesia
COMPETENCIES REQUIRED
The following competencies are desired for the Program Associate position:

  • Excellent management and stakeholder coordination skills
  • Understanding of natural resources-based business, management, and governance, preferably in the marine and fisheries sectors
  • Superior relationship and people management skills 
  • Proven leadership, problem-solving, diplomacy and teamwork skills
  • Strong computer skills; proficiency in Microsoft Office suite
  • Strong English writing skills, good communication skills in both Bahasa Indonesia and English
  • Ability to work independently with minimal supervision
  • Ability to maintain a flexible schedule, work long hours when needed, and travel frequently
TERM: 12 month contract renewable contingent on performance and mutual agreement).
