CARE International Indonesia Job Consultant: Endline Survey, Makassar - South Sulawesi

CARE International Indonesia (CII), as an international NGO, has carried out large scale operations in Indonesia, encompassing emergency operations, transitional activities centered on agriculture and nutrition and a range of development initiatives in such areas as water and sanitation, health and enterprise & economic development.

CARE International Indonesia in Makassar (South Sulawesi) is currently recruiting the following position for its project:

JOB TITLE: ENDLINE SURVEY (CONSULTANT)
DEPARTMENT/PROJECT: PROGRAM/BINTANG MUDA
REPORTS TO: PROJECT OFFICER

BACKGROUND
Bintang Muda Project was initiated by CARE International Indonesia South Sulawesi since 2015. This project regards to the CARE International Indonesia’s (CII) country strategy includes a focus on youth and women in urban settings and the proposed Bintang Muda project is an excellent match with CARE’s vision and mission. Indonesia Law No.40/2009 defines youth as persons between the ages of 16 – 30 years old. Youth are the future of Indonesia, and it is crucial to invest in their development, especially in young women, so they can contribute to Indonesia’s continued economic development and the resilience of themselves and their families.

The project was able to trained 200 young women on basic entrepreneurial skills, financial literacy and resilience, and continue with the selection of forty young potential/start up entrepreneurs called Bintang Muda members to be further coach and mentors. In addition, Bintang Muda had have access to revolving fund and develop their business in different economic sectors. In this process, CARE work with MakassarPrenuer (MP) to enhance the skill and capacity of beneficiaries to manage their business.

After xxx of intervention, the project is come to an end. Regarding this closing, Endline survey is the part of the project in the Outcome 5 for Closure. To be able to get independent feedback on the project, independent consultant will be hired to conduct the end line survey.

PROJECT OBJECTIVE
Project objectives are become based on the research questions for the endline.
  • Ability of 40 entrepreneurs to develop a business plan, and knowledge of financial resources, access to finance, and disaster preparedness for business 
  • Knowledge of 200 young women about how to set up the business and how to prepared for disasters 3. 2,000 women (4,000 people, 600 households) with knowledge of entrepreneurship and disaster risk reduction
THE EDNLINE STUDY PURPOSES and SCOPE
The end line survey will include collection and analysis of quantitative data corresponding to the original baseline survey. The report will present achievements against project targets and a comparison of the end line data findings against the baseline data findings. It will highlight significant as well as important and interesting findings that might inform future, similar actions.

The end line study will assess objectives indicators:
  • Ability of 40 entrepreneurs to develop a business plan, and knowledge of financial resources, access to finance, and disaster preparedness for business:
    • Number of new products developed, 
    • Number of market accesses or developed for new products and existing product
    • Quality of existing products improved
    • Number of business with financial access
    • Improved readiness for natural disaster. 
    • Increased income
    • Women have more control over their income
    • Young women have access to resources including financial services
    • Young women have more confidence to manage the business
  • Knowledge of 200 young women about how to set up the business and how to prepared for disasters 200 young women with improved readiness to set up a business and to be resilient in the face of economic crises and natural disasters
  • 2,000 girls, women, and male members of their families (4,000 people) empowered through basic entrepreneurship and financial literacy skills to face economic challenges and to be prepared for disasters.
    • Ability to identify potential business in the area;
    • Knowledge on financial literacy and/or disaster
RESPONSIBILITIES AND TASKS
  • Develop a survey plan that includes strategies to collect and analyse quantitative data against project targets and key indicators from the baseline and monitoring and evaluation framework.
  • Conduct a survey of size and quality able to provide a meaningful understanding of progress toward targets and changes in the indicators being measured.
  • Analyze and produce an end line report that presents the end line data compared to base line data and that highlights significant, important or interesting findings that inform future programming.
OUTPUT
It is expected that the consultant will provide the following key outputs:
  • Detailed survey implementation plan – including details of both the technical approach (sampling methods, tools and techniques to collect data against key indicators and targets, reference data, analysis, ethical considerations, limitations, etc.) and their implementation (schedule of activities and costs).
  • A complete set of data collected during end line survey.
  • A draft report for internal review by CARE 
  • A final report of a standard ready to be published publicly. 
  • A presentation of the final report to CARE staff and partners.
QUALIFICATIONS
  • Experience in designing and conducting project evaluation including baseline, end line, and other comparable quantitative and qualitative methods.
  • Excellent report writing skills.
  • A demonstrated commitment to the women issues especially on entrepreneurship development.
