Cardno - Mahkota Project Job Vacancy: Legal and Institutional Framework - Jakarta

Cardno is the Managing Contractor of MAHKOTA, an Australian Government initiative, which provides support to help Indonesia better reach and benefit the poorest, and address key binding constraints to growth, competitiveness and rising inequality through ongoing labour market and social protection reforms. The Government of Indonesia is committed to accelerating the pace of poverty reduction and the President of Indonesia has declared that poverty reduction is among the highest development priorities of his administration.

The Australian Government is a partner with the National Team for the Acceleration of Poverty Reduction (TNP2K) under the office of the Vice President of the Government of Indonesia. TNP2K is a policy think tank to improve the quality and effectiveness of Indonesia's poverty reduction programs that reach millions of poor Indonesians. The next phase of social protection support from November 2015 through to October 2019 is MAHKOTA Indonesia - Menuju Masyarakat Indonesia Yang Kokoh Sejahtera (Towards a Strong and Prosperous Indonesian Society).  It will continue to provide support to help Indonesia better reach and benefit the poorest, as well as address key binding constraints to growth, competitiveness and rising inequality through ongoing labour market and social protection reforms.

Referring to the 2015-2019 National Medium-Term Development Plan (RPJMN 2014-2019), the current administration plans to develop a more comprehensive social protection system by 2019. As one of the strategies to accomplish this, the current Government of Indonesia (GoI) administration commits to reform or transform the current rice subsidy program 'Raskin' into a broader food assistance program that will not merely provide rice but also other kinds of food with new distribution mechanism to reduce leakages. In agreement with this plan, the current administration will gradually improve benefit disbursements by transitioning to delivery of cash or vouchers instead of in-kind transfers to beneficiaries, particularly in areas with sufficient networks of local agents/retailers. This measure has been considered appropriate, since in-kind disbursements have raised complications regarding program efficiency, effectiveness, transparency, and accountability in the past.

We are currently looking for Legal and Institutional Framework Consultant under Raskin Reform Activity TNP2K. The Legal and Institutional Framework Consultant will be responsible for providing a precise gap analysis of the legal and institutional frameworks for the transition of ongoing/regular Raskin Program to cashless food assistance program. The consultant should provide specific and concrete recommendations to improve them; It should also have a work plan with steps to improve the legal and institutional framework.  Under the guidance of the National Implementation Coordinator/Team Leader and Head of Social Assistance Working Group, the Consultant will act as an advisor and technical resource person during the preparation and implementation of the initial implementation phase of the food assistance program in 2017.

He/she will report to the National Implementation Coordinator/Team Leader for the Pilot and support activities of the Food Assistance Program and receive advice from Social Protection Operations Specialists.  He/she will coordinate and work closely with the entire team of the initiative and reports directly to National Implementation Coordinator/Team Leader.
