The
Government of Australia (GoA), through the Australian Department of
Foreign Affairs & Trade (DFAT), is a partner with the National Team
for the Acceleration of Poverty Reduction (TNP2K) under the office of
the Vice President of the Government of Indonesia. TNP2K is a policy
think tank to improve the quality and effectiveness of Indonesia’s
poverty reduction programs that reach millions of poor Indonesians. The
next phase of social protection support from November 2015 through to
November 2019 is MAHKOTA Indonesia – Menuju Masyarakat Indonesia Yang
Kokoh Sejahtera (Towards a Strong and Prosperous Indonesian Society). It
will continue to provide support to help Indonesia better reach and
benefit the poorest, as well as address key binding constraints to
growth, competitiveness and rising inequality through ongoing labour
market and social protection reforms.
In
order to improve the effectiveness of targeting in the social
protection programs, the Government Indonesia has been employing the
unified database (UDB) since 2012. To allow more dynamic and
cost-efficient updating of the UDB, TNP2K is developing an On Demand
Application (ODA) mechanism to update the UDB. The development and
implementation of ODA mechanism is to enable the poor to actively
nominate themselves as programs’ beneficiaries, and subsequently receive
equal and standardized treatment to determine their eligibility.
As
Managing Contractor of MAHKOTA Program, Cardno are seeking Local
Government Capacity Building & Training Specialists (2 Positions)
who will provide support to the ODA Development & Implementation
Manager in planning, designing and implementing trainings and capacity
building interventions to improve local governments’ capacities in
implementing ODA mechanism.
Key Responsibilities will include:
- Liaise with relevant local government agencies to identify technical, budget, human resources and policy capacity gaps at local government level that potentially challenge the implementation of ODA mechanism.
- Lead the identification of strategic needs and approaches to local government capacity building for ODA implementation.
- Prepare designs for the conduct of training programs, workshops, seminars and on-the-job trainings, as needed, in accordance with the local governments’ capacity development plan for ODA implementation.
- Work with relevant units/working groups at TNP2K, consultants and other relevant agencies to deliver high quality training, technical assistance and mentoring to local government stakeholders in order to strengthen the governments’ capacities.
- Develop and lead implementation of Training of Trainers program to support replication/acceleration of ODA implementation beyond the pilot phase.
- Bachelor degree (or higher) in a sector relevant to training and capacity building (e.g., economics, public policy, international relations, statistics, political science, health, education, agriculture, etc.).
- Minimum four (4) years of experience working with local governments in Indonesia.
- Knowledgeable on poverty reduction/social protection programs in Indonesia and the targeting system for selection of beneficiaries.
- Proven working knowledge on the on-demand-application and/or single registry concept is advantageous.
- Experience in complain handling/grievance redress management related to enrolment in social protection programs is advantageous.
- Experience in developing and delivering training programs for local governments
- Experience in developing and designing training module and other associated materials
- Proven ability to advocate service delivery issues among government stakeholders.
- Strong multicultural, interpersonal, and supportive-supervision skills.
- Proven ability to deliver effective communication and presentations to local governments and civil society audiences.
