Background
DAI seeks a Monitoring and Evaluation (M&E) Manager for a 5-year, $19 million USAID funded “Adaptasi Perubahan Iklim dan Ketangguhan (APIK)” Project. The purpose of APIK is to support the Government of Indonesia to strengthen climate and disaster resilience, working in an integrated manner from the national level down to the community level. APIK will help to mainstream climate change adaptation and disaster risk reduction into national and sub-national governance frameworks, build the capacity of local communities and the private sector to address climate change and weather-related natural hazards, and support the use of information for climate and disaster risk management among key stakeholders.

Summary of Primary Duties
The Monitoring and Evaluation Manager will provide information management and design of a monitoring and reporting system including development of program indicators to help inform USAID, the Chief of Party (COP), and Task Leads of activity and sub-activity status and progress toward achievement of performance indicator targets as agreed in the approved M&E plan. The Monitoring and Evaluation Manager will also work with APIK team to build on and include the use of existing Indonesian CCA and DRR tools and information, such as the Climate Change Risk and Adaptation Assessment (KRAPI), SIDIK, and LGSAT, that enable the benchmarking of progress toward reducing climate change and disaster risks.

The Monitoring and Evaluation Manager
will supervise the Gender Specialist and the Communications, Outreach,
and Knowledge Management Specialist, and will report to the Chief of Party.
Essential Duties
- Along with the COP, serve as the manager of APIK’s M&E plan, ensuing data quality control, reporting, and analysis.
- Develop methodology for systematic data collection, analysis, and reporting of program indicators and ensure indicators are gender sensitive.
- Develop and/or maintain documentation/verification system for performance indicators, including data collection forms, monitoring reports, hard copies of verification documentation, etc.
- Work with the COP and Regional Managers to identify where and how to either scale up successful activities or rework less-successful activities to achieve results, including working with the team to review baselines, progress against indicators, and verify data quality and confirm targets have been met or are on track to being met in preparation for preparing the program’s reports.
- Maintain database and meet with database developer as needed.
- Work with team to ensure M&E accurately captures project objectives and field needs.
- Train project staff in M&E best practices.
- Conduct data quality assessments for all data prior to being reported to USAID.
- Analyze data for donor-requested reports.
- Produce activity updates, newsletters, and performance reports, as needed.
- Coordinate with project staff to identify and create success stories.
- Support as needed external evaluation teams and help design the evaluation SOWs.
- Support as needed survey teams and survey administration protocols.
Qualifications
- Five or more years of experience in monitoring and evaluation management, preferably for USAID-funded programs.
- Experience working in the areas of disaster risk management, climate change adaptation, and water, sanitation and hygiene is preferred.
- Demonstrated knowledge of USAID’s policies and requirements for M&E.
- Expertise developing and managing M&E systems and instruments.
- Proficiency in database management and data analysis.
- Proficiency with desktop publishing.
- Supervisory experience preferred.
- Bachelor’s degree in a relevant field; Masters preferred.
- Strong English writing abilities.
