Millennium Challenge Account - Indonesia Vacancy: Associate Director, Community - Jakarta

Millennium Challenge Account - Indonesia (MCA-Indonesia) is a trustee institution that represents the Government of Indonesia to implement a five-year (2013-2018) Millennium Challenge Corporation's Compact Program, a major pillar of the United States-Indonesia Comprehensive Partnership and the largest single pledge made by the United States to Indonesia to date. 

MCA-Indonesia has three projects under Compact Program: Green Prosperity, Community-based Health and Nutrition to Reduce Stunting and Procurement Modernization. Our projects are designed, managed and implemented by Indonesians, for the Indonesian people. Our most important development work happens where it should be: the districts and the villages.

Our goal is to reduce poverty through economic growth. Our program is country-driven, reform-centered, and results-focused in order to maximize its effectiveness and long-term sustainability.

To reach the goal, MCA-Indonesia is seeking highly dynamic and deliverable-oriented professionals for a better Indonesia:

Associate Director, Community-based Renewable Energy

The Associate Director will be responsible for the establishment, implementation and supervision of the Green Prosperity Facility (GP Facility), specifically the Community-based Renewable Energy Window with approximately US$ 10 million in project preparation funding and 30 million in project grant funding. The Grants are intended to support robust project preparation (initial studies, feasibility studies, front end engineering design, etc.) as well as grants for the execution of selected projects (final design, project management, construction, initial O&M, and training) for suitable small scale RE projects that will benefit local communities. These grants will help communities receive reliable and adequate supplies of electricity and benefit from revenue streams derived from energy production

Duties and Responsibilities:
  • Technical Duties: Under the supervision of GP Project Director, leads the implementation and supervision of the Community-based RE Grant cycle; covering 1) review and recommendations for acceptance/payment of feasibility studies and front-end engineering and design; final proposal evaluation; grant agreement negotiation; 2) signing off funded projects’ work plans and the corresponding scope of works, grant disbursement and monitoring;  and 3) supervision of the overall project implementation, including adherence to quality requirements, program safeguards and preparation for closeout and turnover. 
  • Represents MCAI and Green Prosperity in their engagements with MCAI’s Board of Trusties (Majelis Wali Amanah), Bappenas and other relevant agencies of the Government of Indonesia, foreign development agencies, NGOs, donor representatives, and the public more broadly on technical matters related to Community-based RE Grants.
