Lutheran World Relief Vacancies: Liaison Officer & Field Facilitator - Bali & Waingapu Sumba

Lutheran World Relief (LWR), a U.S. based non-profit development organization engaged in seeking lasting solutions to poverty and reducing risk, is seeking an experienced Indonesian staffs who are interested in working on Indonesian Rural Economic Development in Indonesia East and who are available on December 2015 for seven months period with possibility extending.

Liaison Officer, to be based in Denpasar Bali (One person)

Duties and Responsibilities
  • Manage relationship with NTT government and local authorities.
  • Support in immigration and clearing and forwarding, permits and clearance process.
  • Facilitating Denpasar office all related to bank process and its issues
  • Support Finance and Administration Manager (FAM) to ensure that all statutory requirements for LWR-Indonesia’s registration and accreditation are complied with timely and filed in an accurate and timely manner
  • Maintaining petty cash reserves in Denpasar office under guidance from FAM
  • Support LWR operation in Jakarta if needed.
  • Assist country office for all reception (including visitor hospitality related) and secretarial duties; attend to all official incoming calls and outgoing calls from the office (as needed).
  • Assist in the timely submission of required government remittances e.g. Withholding taxes,  annual business permit renewal
  • Manage all incoming and outgoing correspondence
  • Maintain office administration filing system, both hard and soft copy and keep filing system up to date
  • Keep updated list of all relevant telephone numbers and addresses
  • Assist with coordination of meetings with government agencies
  • Manage logistics for  staff travel including air tickets reservation, transportation, visas and hotel bookings
  • Coordinate travel arrangements and logistics for in-country group visit and/or headquarters personnel.
  • Assist in managing procurement processes for office supplies and other good and maintain inventory /stock
  • Assist in managing procurement process for project including negotiate and manage contracts with consultants and vendors
  • Assist in the management of office assets /inventory and maintain updated management system of all assets /items
  • Provide logistics support for conferences, trainings, workshops and meetings
Required Qualifications and Core Competencies
  • Bachelor’s Degree in Public Accounting, Business Administration or the equivalent.
  • At least 3 years working in similar position
  • Familiar with bank process and its issues
  • Experience working with the government and other agency
  • Ability to prioritize, organize and carry out multiple tasks efficiently under pressure, critical thinking, problem analysis, recommending solutions and with little supervision; ability to accept supervision. 
  • Demonstrated knowledge on procurement and office management including filing systems 
  • Demonstrated experience in planning and supporting workshops for various stakeholders
Field Facilitator, to be based in Waingapu Sumba (two persons)

Duties and Responsibilities
  • Establish and/or maintain relationships between LWR, World Vision, ICRAF, Tananua Foundation, Farmers, Government and other stakeholders. 
  • Develop work plans, implementation schedules, and reporting timelines in conjunction with Program Manager 
  • Ensure all project activities are being implemented according to schedule
  • Responsibility for ensuring impacts, communicating problems, analyzing and recommendation possible solutions.
  • Communicate in advance with the PM any changing/problems and recommendation from any activities under IRED that will be affect LWR achievement in IRED Project.
  • Communicate and Coordinate with other actors (WV, ICRAF) in achieving project impacts by conduct regular meeting, join visit and join implementation with the related activities.
  • Oversee training the water management committee, at WMC and farmers level including designing and facilitating trainings for WMC
  • Coach and/or assist WVMC to achieve agreed results
  • Coach and/or assist WMC to deliver follow up trainings
  • Attend and/or facilitate meetings of WMC  members 
  • Monitor delegate to farmer trainings at community level 
  • Keep abreast of other activities related to FMNR and Water Issue in the region
  • Ensure timely submission of project progress reports to Program Manager
  • Provide human interest stories when requested
  • Actively participate in Country Office staff meetings and events
  • Provide input into the annual country operational plan and quarterly/monthly planning
  • Initiate, commit and contribute to work in liaison with the team for the smooth functioning of the country office 
  • Update any information related with current situation of the area (Sumba, village, community, others on disaster, conflict, etc)
Required Qualifications and Core Competencies
  • Minimum Bachelor Degrees in social science/International development  or other related with 
  • At least 3 years progressive experience in community development, soil and water conservation, agroforestry, value chain. Emergency response experience is advantage.  
  • Knowledge of program cycle including design, monitoring and evaluating development projects. 
  • Advanced degree in agriculture or relevant discipline 
  • 3 years’ experience in training or facilitation
  • Demonstrated ability to work effectively with local government, cooperatives, and farmers
  • Committed live in the village to provide support to the community
  • Proficiency using Word, Excel, PowerPoint, e-mail and web browser software 
  • Excellent interpersonal skills and ability to work independently as well as in a team environment
  • Experience in Sumba Timur especially Haharu Sub District.
  • Ability to provide written and oral reports in English preferred
