The Japanese Red Cross Society - Indonesia Delegation is looking for candidate to be based in Jakarta, Indonesia for the post of Programme Officer, Integrated Community Based Risk

(12 Months Fixed Term contract with possible extension)

Organizational Context
The Japanese Red Cross Society (JRCS) has long-continued relationship with the Indonesian Red Cross Society (PMI) and cooperates in the field of CBFA, Water & Sanitation, Volunteer Capacity Improvement and Exchange, Health Facility Construction, Integrated Community Based Risk Reduction (ICBRR), Capacity Building, Rehabilitation, etc.

ICBRR program in Banten province was one of the main activities supported by the JRCS from August 2012 to September 2015. It has been implemented in the collaboration with PMI NHQ, Chapter, Branches, Local Government Units and communities to bring communities in 6 villages in Banten Province to be resilient to disasters, climate changes, and health related risks.

After the completion of the above ICBRR project, JRCS and PMI have agreed to develop a New ICBRR that focuses on the risk of the Earthquake and Tsunami up to March 2020, considering the growing risks that expose Indonesia. At this moment, the concept paper has been developed and field assessment will be conducted in 3 PMI Chapters, 6 PMI Branches and 8 Communities to identify the target areas based on the final project preparation timeline. The main objective of the ICBRR is to strengthen the capacity of PMI and community including the development of the network with local stakeholder. An integrated approach will be inserted into the project to reach out the target. PMI NHQ has initiated to involve all the sectors such as DM, Health, OD, Volunteer and Youth, and Planning Divisions to enhance the project implementation.

Job Purposes
The position exists to support the Country Coordinator in ensuring the implementation of the ICBRR on Earthquake and Tsunami Programme funded by JRCS in accordance with the agreed Memorandums of Understanding and Project Agreement.

Job Duties and Responsibilities
1. Programme Management
  • Support the Country Coordinator in ensuring the implementation of the JRCS funded projects (ICBRR Earthquake and Tsunami project) by PMI. 
  • Support PMI at all levels in the preparations of project documents such as project proposals, agreements, work plan, etc.
  • Provide PMI NHQs, targeted Chapters and Branches with technical support in planning, monitoring, evaluation, reporting and implementing the ICBRR activities/other programmes.
  • Maintain good relationships with PMI NHQ, Chapter, Branches and other Movement Partners, ensure that linking and learning processes of PMI within ICBRR project be captured and attend technical coordination meetings.
  • Support the Country Coordinator in monitoring the narrative and financial reports of the project in close cooperation with PMI Counterparts including the Finance. Update the Country Coordinator accordingly and follow up where needed.
  • Pay special attention to the timely and appropriate implementation of the mitigation projects under ICBRR.
  • Support PMI NHQ, Chapter and Branches on the project reviews, evaluations and audits related to the activities.
  • Strengthen the coordination and cooperation between PMI and other relevant organizations (LGU, NGOs, IFRC, ICRC and PNSs).
  • Maintain good relationships with the different Divisions of PMI NHQ, Chapter and Branches, analyse their capacity and support capacity building activities.
2. Representation/ Chain of Command
  • Attend the necessary meetings in the absence of JRCS Country Coordinator 
  • He/she will get the guidance from the JRCS country coordinator in JRCS Indonesia office, and at the same time, he/she be placed under the authority of the Director General of the Development Cooperation Division, International department of JRCS.
3. Office Secretariat duties/ Finance management
  • Prepare and submit the administrative and financial documents to IFRC. 
  • Check the IFRC invoice and report to the JRCS NHQs on a monthly basis.
  • Follow the rules and procedures of the Federation for security management and other services. 
  • Arrange accommodation and other transportation for the visitors from the JRCS NHQs.
4. Reporting
  • Report to JRCS Country Coordinator with information regarding the progress of the programme and your activities.
Report will include the following: 
  • A narrative monthly update in English, including the progress of the programme and your activities
  • Minutes of the meetings that you attend 
  • A narrative report of the official travel visit/field visit
5. End of Mission Report
  • Submit of the End of Mission report to JRCS NHQs when his/her mission ends.
6. Overall
  • Work in close coordination with the JRCS Country Coordinator. 
  • Fulfil other tasks as assigned by the JRCS Country Coordinator, in particular in case of sudden disasters.
The duty station will be Jakarta, but the positions requires substantial travelling

Position Requirements
  • Degree in Social Science or relevant field is prefered. 
  • At least 3-5 years of experience in development cooperation and/or humanitarian activities.
  • Proven experience with programme management including narrative and financial reporting, financial management, budget preparation and control.
  • Relevant experience and knowledge of DRR, CCA, Health and OD.
  • Experience in participatory planning and review techniques.
  • Experience in setting up and managing systematic monitoring systems.
  • Have working experience with National Society and Palang Merah Indonesia is prefered.
  • Excellent communication skills, both written and verbal.
  • Mother tongue Bahasa Indonesia and fluently spoken and written English.
  • Ability to work proactively.
  • Capacity building, communication and facilitation skills. 
  • Practical computer skills (Microsoft Office, Outlook, etc.)
