DAI, the implementer of the “USAID-funded Indonesia Urban Water, Sanitation, and Hygiene (IUWASH)
Project” invites qualified offerors to submit proposals to supply and deliver
“Customer Census Android and Web Application Developer” in
support of program implementation.
The USAID Indonesia Urban Water
Sanitation and Hygiene (USAID IUWASH) project is a sixty-month program funded
by the United States Agency for International Development (USAID) and
implemented under the leadership of DAI. USAID IUWASH works with government,
the private sector, NGOs, community groups and other stakeholders to improve
access to safe water supply and sanitation in Indonesia’s urban areas. The
expected results to be achieved are: (a) Two million people in urban areas gain
access to improved water supply; (b) 250,000 people in urban areas gain access
to improved sanitation facilities; and (c) the per unit water cost paid by the
poor in targeted areas decreases by at least 20%.
To achieve the above,
technical assistance is divided in three main technical components:
- Mobilizing demand for water supply and sanitation service delivery,
- Improving and expanding capacity for water and sanitation service delivery, and
- Strengthening policy and the financial enabling environment for improved water supply and
ACTIVITY BACKGROUND
As the government of Indonesia started its 5-Year
National Development Plan for 2015-19, the targets for the water supply and
sanitation sector are significantly ambitious: to achieve universal (basic)
access to safe water supply and sanitation facilities for all citizens by 2019.
To achieve this ambitious target will require an increase in efficiency and
effectiveness in the acceleration of service delivery among all stakeholders. Related to the sanitation target, the
Ministry of Public works and Housing (PUPR) acknowledged that > 80% of this
will come from individual systems (improved septic tanks combined with improved
septage management). To support
this, They developed an OBA (Output
Based Aid) scheme to rapidly increase SNI approved septic tanks combined with
LLTT (Layanan Lumpur Tinja Terjadwal = Regular Desluding) for regular
collection and proper treatment of septage sludge.
Both these programs require extensive
household survey’ s (for OBA) and census (for LLTT) of existing presence and
condition of septic tanks, emptying history and challenges and willingness for
households to participate in these programs. Until now these surveys are done by enumerators
using printed questionnaires, which are collected by
supervisor and then analyzed by hand (using Excel or SPSS) after which results are presented using graphs, piecharts, and/or maps inserted by hand. This is a costly, time consuming method, which is prone to errors; also each survey is a “stand alone” exercize
which later can not easily be combine with others, to create better understanding of
larger picture accross regions.
However with the rapid development in
Indonesia of smart and open source IT applications and extensive use of
smartphones, tablets, etc, it should be possible to develop simple survey’s or
census convert using a smartphone / tablet application, which enumerators can
use to quickly fill in the answers and upload the results (including pictures
of septic tanks + GPS location) to
a webbased application, which automatically analyzes the data and present
results by graph and maps.
IUWASH and WSP team search on internet for existing
programs, to avoid duplication efforts, but the software found (like
AKVO-FLOW or M-Water) was either
licenced (with substantial fee) or limited in presenting results, languages,
storage outside Indonesia, etc. The team
concluded that rather then trying to improve these or negotiate reduced fees,
the easiest, quickest and cheapest option is to develop a simple STS_App (Septic
Tank Survey Application) in Indonesian language by a local programmer, using
standard questionnaire developed by the IUWASH / WSP team, 6 existing questionnaires (by IUWASH, WSP, SNV, PU consultant) on same topic. After STS-App is
developed, it will be tested in 1-2 IUWASH locations, then finalized and
accompanied by a manual, describing all steps (installation, operation,
analyzing, results).
OBJECTIVE
Using septic tank survey
questionnaire as a basis, the Application Developer will design an android based application, combined with online web-based portal,
to enable donor and/or Government sponsored projects to conduct
rapid Septic Tank surveys. The Application Developer will test application
in 1-2 IUWASH locations and provide operations manual (all in Indonesian
language).
When the application is successful, then the Application Developer should
continue developing the web-based portal linkages
to the standard existing regular desludging operator customer database systems.
