Overview: USAID/Indonesia Program to Extend Scholarships and Training to Achieve Sustainable Impacts (PRESTASI-3) program is a five-year project that will support individuals and institutions to acquire the knowledge, skills, and capacity to contribute to the achievement of development objectives in Indonesia, primarily through short- and long-term training in the U.S.

Purpose of Position: The Finance Manager will provide accounting and administrative management for PRESTASI 3 activities. He/she will ensure all financial transactions are in accordance with IIE and sponsor policies and procedures, Indonesian Financial Accounting Standards (IFAS) and GAAP. Areas of program responsibility include, but are not limited to: accounting, budgeting, financial analysis and reporting, payroll, and procurements. Directs and oversees all financial aspects of operations with significant interaction with IIE stakeholders in NY and DC.

Essential Duties and Responsibilities include the following. IIE may add, change, or remove essential and other duties at any time.

Accounting
  • Performs finance and accounting functions in accordance with Indonesian Financial Accounting Standards (IFAS), GAAP, IIE financial policies and procedures, donor requirements, partner requirements, and all other applicable laws, rules and guidelines. Includes budgeting, payroll, tax issues, variance and accounts analysis. 
  • Prepares and maintains the general ledger/trial balance/financial statement in excel or financial software, as applicable.
  • Prepares of a variety of financial records and reports including those related to the general ledger, accounts payable, accounts receivable, inventory control and valuation, and fixed assets.
  • Prepares the Monthly/Quarterly/Midyear reports and Annual Financial Statements; provides financial reports to donors and stakeholders.
  • Ensures that all documents and processes for Account Receivables/Payables are fulfilled and accurately recorded based on set schedules. Includes invoicing, journals, reconciliations, reports, etc.
  • Prepares and presents annual financial statements and other reports and documents for audits. 
  • Manages banking and cash-related activity for the office.
Program/Office Specific Duties
  • Conduct subcontractor financial and compliance monitoring in order to ensure proper stewardship of project funds. 
  • Maintain personnel and pay records and trainee disbursement records.
  • Ensure compliance with USAID rules and regulations, IIE policies and procedures, and local labor and taxation laws; ensure adherence to time and expense policies and procedures, including timely and accurate timesheet and expense reporting.
  • Responsible for accurate review of all program administrative and in-country programs activities disbursements to ensure that supporting documentation is always available.
  • Review travel advances and travel expense reports accuracy for program staff.
  • Provide financial guidance to relevant project partners to ensure that activities are compliance with IIE and USAID’s finance regulations
  • Provide support to Program Officers to ensure that budget of project activities are developed in line with IIE and USAID’s cost norms and regulations. 
  • Support Program Officers in preparation of logistics for training, workshops, and other project activities.
Education/Experience:
  • Bachelor’s degree in accounting, finance or like degree. A professional accounting qualification, such as a CPA, preferred. 
  • At least five years of hands on experience in accounting, including general ledger, cash management, financial planning, budgeting, and monitoring of grant compliance required.
  • Combination of commercial and not-for-profit financial administration experience highly preferred. 
  • At least three years of experience managing finances for USAID contracts in excess of $5 million, in accordance with FAR and AIDAR.
Knowledge, Skills, and Abilities:
  • Knowledge of Indonesian Financial Accounting Standards (IFAS), GAAP, Tax, and International Financial Reporting Standards (IFRS). Familiarity with accounting software. Experience with contracts, sponsor rules & regulations, and with current standards and guidelines. Knowledge of USAID Operational Policy (ADS) preferred. 
  • Excellent critical thinking skills and judgment. Proven willingness to make timely and sound decisions.
  • Strong oral communication skills. Ability to communicate, advise, and resolve issues that are complex and sensitive in nature. Ability to communicate effectively with persons on all levels both inside and outside the company.
  • Strong written communication skills, including demonstrated ability to write in a clear, concise, well-organized manner.
  • Ability to work effectively in an atmosphere of multiple projects, shifting priorities, and deadline pressure. Self-motivated and able to follow through to end of assignments while meeting goals and deadlines.
  • Proven ability to effectively use Microsoft Office, spreadsheet, word processing, and position-specific software.
  • Fluency in Bahasa Indonesia and English, written and oral.
  • Accuracy, attention to detail. 
  • Ability to read and interpret documents and ability to sit at a computer and operate a keyboard.
Work Environment and Physical Demands: Essential functions are typically performed in an office setting with a medium level of noise. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. Occasional work outside office hours, including on weekends, may be required. Travel outside Jakarta, perhaps overnight, may be required.
